Commercial Photo & Film: On-Site Requirements

General Restrictions and Requirements for all Forest Sites

These requirements must be met when engaging in commercial still photography and filming in the Scenic Area:

  • No alteration to trees, vegetation or natural environment, including digging, moving rocks, or ground disturbance, is allowed.
  • No pyrotechnics or exceedingly loud noises, such as music, explosions, or motors, are allowed. 
  • Helicopter, quad copter, or unmanned aircraft use are not permitted.
  • All crews and actors must yield to other forest users whenever possible. The public may not be restricted from an area for more than 15 minutes.
  • Filming or staging on National Forest System land will generally be allowed from 6:00 a.m. to 10:00 p.m. Hours may be further restricted at certain dates.
  • All litter must be disposed of properly. All signs of use must be removed.
  • No cigarette use is allowed off of paved surfaces.
  • Parking is limited to established parking areas only, and public roads must not be blocked. 
  • Display a valid Recreation Pass where required. 
  • The permit holder may be required to have a Forest Service representative on site during the filming or photography shoot.
  • A copy of the special use permit must be on hand during filming.

Site-Specific Restrictions and Requirements

The following locations have additional requirements or restrictions:

Cape Horn | Eagle Creek | Oneonta Gorge | Multnomah Falls | Rowena Barn | Wahclella FallsWahkeena FallsWhite Salmon & Klickitat Rivers

Cape Horn 

  • This area is managed for dispersed recreation; no vehicle access will be authorized on the road within the site.
  • No bathrooms or Forest Service parking available.
  • The small parking lot off Strunk Road is not the trailhead. The main trailhead is across the road from the Park and Ride on Salmon Falls Road. Forest Service cannot authorize parking at either location. 

Eagle Creek 

  • Parking or filming will not interfere with vehicle or foot traffic at Eagle Creek trail areas.
  • No filming/photography is permitted on weekends or holidays. 
  • No filming/photography is permitted during Oregon and Washington spring break.
    • 2016 spring break:  OR - March 21 - 25,  WA - April 4 - 8
  • A valid Recreation Pass is required to be displayed in vehicles.  Purchased on-site or at at Lorang Fine Arts in Cascade Locks, OR.

Oneonta Gorge

  • No filming activity will be permitted in Oneonta Creek from September 1 through July 14 in order to protect sensitive fish. 
  • No filming or photography will be permitted on weekends or holidays. Filming will likely be restricted to morning hours.  
  • Filming or still photography proposals may be submitted only for small crews (15 people or less) with standard hand-held camera equipment.
  • Parking and filming will not interfere with traffic along the Historic Columbia River Highway, or the parking facilities at Horsetail Falls or Oneonta Gorge.
  • Limited parking is available at these sites.

Multnomah Falls

  • No filming or photography will be permitted on Fridays, weekends or holidays. 
  • From June through September, filming and photography at Multnomah Falls must be completed and equipment removed by 11:00 a.m.
  • Parking and filming will not interfere with traffic along the Historic Columbia River Highway or the parking facilities at Multnomah Falls.  
  • All film crews and actors will yield to other forest users.  Restricting public access or stopping foot will be allowed for no more than a 15 minutes at a time.  The public must be allowed a reasonable amount of time to access or walk through a filming area between each shoot. 
  • The permit holder will be required to station personnel at the filming area to let members of the public know when they can proceed.

Rowena Barn

  • Parking and filming will not interfere with traffic along the county road and should be coordinated with Wasco County Road Department.  Parking staging vehicles behind gates on Federal land is not allowed. 
  • The permit holder must obtain permission from all other landowners for the use of their property.  One landowner in particular must be contacted if you use the road from Rowena Dell to the Barn. Please contact the Special Uses Program Manager for landowner contact information.
  • No smoking is permitted at this site.  When fire potential is high, a water truck for fire prevention measures may be required.

Wahclella Falls

  • This area is managed as wilderness; filming may be authorized if specific criteria are met. 

Wahkeena Falls

  • Parking and filming will not interfere with traffic along the Historic Columbia River Highway, or the parking facilities at Wahkeena Falls.

White Salmon & Klickitat Rivers

  • Filming will not interfere with traffic along the Highway, or other parking facilities along the White Salmon or Klickitat Rivers.
  • Permission must be obtained from private landowners for filming in or along the White Salmon or Klickitat Rivers.
  • If filming occurs on the White Salmon or Klickitat Rivers, a permitted guide may be required for safety purposes.
  • Filming schedules and locations will be coordinated so as not to intefere with permitted outfitted and guiding operations on the Rivers.
