Skagit Fisheries Enhancement Group’s Partner of the Year Phil Kincare
Phil Kincare is a Forest Service leader in successful collaboration for the Wild and Scenic Rivers program. As a result, Phil was selected as Skagit Fisheries Enhancement Group’s Partner of the Year; not only for his ability to work with just about everyone but his success at getting things done. Phil plays a key role in stewardship of the land owned by the Forest Service along the Skagit River. Phil is modest when discussing his accomplishments, making it clear the partnership with Skagit Fisheries Enhancement Group (SFEG) and several other organizations have been instrumental in conservation efforts along the Skagit River. “All the partners bring different skills to a project and get the work done,” said Phil.
Each year SFEG recognizes a Volunteer of the Year, Landowner of the Year and Partner of the Year for their outstanding contributions towards community based salmon enhancement efforts. SFEG executive director Alison Studely explains, “I have worked with Phil in the field, on site visits, at volunteer planting events, in lots of meetings and as a project reviewer with the Skagit Watershed Council. He is an excellent committee member and team player as part of the Watershed Council process providing a comprehensive review and insightful comments. Phil is always willing to help out. Whether it’s preparing a site for a student planting event, or answering questions about flora and fauna found on a site. He always sees things through and is always willing to go the extra mile for our staff and volunteers. SFEG has had the privilege of helping the Forest Service to restore floodplain properties that have been purchased for conservation along the Skagit River. This partnership has grown tremendously over the last 10 years due in large part to our partnership with Phil. He has been the one helping to identify and guide the work, lend a helping hand, write letters of support, figure out ways to negotiate our staff through the federal processes that we in the Non Profit world simply don't understand”.

The Skagit Fisheries Enhancement (SFEG) is a nonprofit organization formed in 1990 to engage communities in habitat restoration and watershed stewardship in order to enhance salmon populations. SFEG is noteworthy for its extensive cooperative relationships among a broad range of organizations, including local landowners, conservation groups, government agencies and tribes.
