K.D. Swan, Photographer for the U.S. Forest Service, began the Photographic Point program approx. 1923; retired 1947.

Winston E. Steuerwald, Photographer for the U.S. Forest Service, took over the Photographic Point program from K.D. Swan, retired 1971.

(Major) Evan W. Kelley
During World War I, Kelley served in France with the 20th Engineers. In the summer of 1929, he becomes the Regional Forester in Missoula, Montana. In 1940, he received an honorary masters degree in forestry engineering from the University of Montana. In 1944, he retired to Santa Barbara, California.
