Current management of the four National Grasslands and four mountain districts is guided by the 1985 Cibola National Forest Land and Resource Management Plan. This plan was developed under the provisions of the 1982 Planning Rule. A seperate plan for the four National Grasslands is currently underway, and the draft Grasslands plan and draft environmental impact statement (DEIS) were released for review and comment on September 30, 2011. The draft plan and DEIS were developed under the 2000 Planning Rule using 1982 rule provisions, and can be accessed at: Draft Grasslands Plan and Draft EIS

A revision of the 1985 plan for the four forested mountain districts is anticipated to begin in the summer of 2012 under a new planning rule.

Travel Management

The Forest Service released the final rule for managing recreational off-highway vehicle (OHV) use on the national forests and grasslands in November 2005. The rule provides a framework for each national forest to identify and designate roads, trails, and areas suitable for motorized use, and prohibits use of motor vehicles off the designated system. The rule was developed to address the threat of unmanaged motorized recreation to the health of the nation's national forests and grasslands.
