Images and metadata files are in Adobe PDF format, but other files are in winzip executable format. The winzip files include an ESRI shapefile(s). Save the winzip executable file to a temporary folder, and then double click on the filename, enter a destination folder and choose "unzip." 

NOTE: All GIS Data obtained from this site is in the UTM Projection, Zone 13, NAD83, Units Meters.
