Planning

Each National Forest and Grassland is governed by a Land and Resource Management Plan (Forest Plan) in accordance with the National Forest Management Act (NFMA). The Nez Perce and Clearwater National Forests each have a forest plan providing comprehensive management direction for resources on the National Forest System lands. This includes desired conditions, standards, and guidelines for management, protection, and use of the Forests. Monitoring conditions on the Forests ensures projects are done in accordance with plan direction and identify conditions that might require a change in the Forest Plans.

Nez Perce-Clearwater National Forests' Plan Revision

The current forest plans were signed in 1987. Since that time, much has changed regarding resource management of the National Forests and we are currently in the process of revising the forest plans under the direction of the 2012 Planning Rule to incorporate changed conditions, best available science, and new public issues.

At the time the 1987 Forest Plans were signed, a commitment was made to monitor and evaluate how well the plans were being implemented.  A commitment was also made to consider modification to the Forest Plans using amendments based on the monitoring and evaluation findings.  The Monitoring and Evaluation Reports that were completed for each forest are located at the links below.

A New Era of Forest Planning with a Collaborative Emphasis

As described in the CEQ publication, Collaboration in NEPA: A Handbook for NEPA Practitioners,  public involvement can span a spectrum that includes informing, involving, consulting and collaborating with the public. The 2012 Planning Rule emphasizes the importance of active public engagement and the Nez Perce-Clearwater National Forests are leading a robust, transparent collaborative forest plan revision effort to encourage public participation.
