Schedule of Proposed Actions (SOPA)

The national software "Projects, Appeals and Litigation System" (PALS) has been developed to provide a consistent format across National Forests. It is a means of tracking information nationally on the use of various new planning authorities, including the National Forest Restoration Act and the Healthy Forests Initiative.

Disclosure Notice: It is the practice of the Rogue River-Siskiyou National Forest to make comments, including names and addresses of respondents, available for public review. Unless you specifically request us to withhold your name and address, it may be part of the record under NEPA and could be made available to the public upon request. Developing Proposal

Ashland Trails Project

Addition of 13.2 miles of existing historic Forest Service trails and 8.7 miles of unauthorized user-created routes, construction of 9.7 miles of new trails, and closure and rehabilitation of 5.0 miles of unauthorized user-created trails.

Cleopatra Test Drilling

Red Flat Nickel Corp. plans to drill 59 3-inch diameter holes to a depth of 50 feet to obtain core samples of minerals in Curry County, Oregon. Equipment and personnel would be transported and removed via helicopter.

Elk River Aquatic Restoration

Place large wood into and adjacent to ~2 miles of stream to improve habitat for fish and other aquatic species. Thin(non-commercial)~500 acres of previously harvested and dense stands to stimulate the development of mature forest near streams.

Weatherbee Mining Claim

Placer mine, removing mineral deposit from an ancient channel (underground). Project would remove approximately 40 cubic yards of material per year. Removal process would primarily pick and shovel, using a winch to move material mid-slope.

Briggs Valley

Partial cut exisiting stands to promote large-diameter trees and maintain pine-oak habitat on approximately 985 acres;no regen harvest or new system road construction; objective is to increase vigor and growth of mid-seral stands.

Coos-Curry Electric Cooperative Power Line Special Use Permit Renewal

Renewal of existing Coos-Curry Electric Cooperative, Inc. power line special use permits and incorporation of amendments into one authorization, including an operations and maintenance plan. No new construction or ground disturbance would occur.

Eden Ridge Timber Sales

Commercial thinning, root disease treatments and planting on approx. 3,736 acres of candidate stands regenerated in the 1920s-40s and located on Matrix under NWFP. Includes 72 treatment units using ground-based and aerial logging systems.

Eight Dollar Mountain Communication Tower and Distribution Line Project

Construct 150ft tower (19x19 ft base) and ice bridge connecting new tower to communications shelter; utilize 2 previously disturbed staging areas; replace 93 ft of an existing underground electric distribution line; coverage for 5 existing lines.

Forest Plan Amendments for the Pacific Connector Gas Pipeline

The Forest Service is proposing to amend the Land and Resource Management Plans (LRMP) for the Umpqua, Rogue River, and Winema National Forests for the proposed Pacific Connector Gas Pipeline.

Motorized Vehicle Use on the Rogue River-Siskiyou National Forest Supplement

Supplement to the Motorized Vehicle Use on the Rogue River-Siskiyou National Forest EIS.

Mount Avery Spur Road Project

Construct about 330 feet of new road on Forest Service lands from the end of Forest Service Road 5201-200 to the private parcel in T32S, R13W, Section 16. Applicant requests permission to use and maintain the road for perpetual timber management.

RF-38 Test Drilling

Red Flat Nickel Corp. plans to drill 35 3-inch diameter holes to a depth of 50 feet to obtain core samples of minerals adjacent to existing roads. No new roads would be constructed. About 1200 feet of road would be brushed.

Strongarm Pine Plantation Thinning and Restoration Project

Precommercial thinning and fuels treatments on 55 acres of the 25-year-old Strongarm Plantation consisting of mixed conifer and hardwoods which range from 1 to 12 inches in diameter, with a focus on pine/oak restoration.

Sucker Creek Legacy Roads and Trails Project

Decommissioning, stormproofing and stream crossing upgrades to legacy roads and trails within the Sucker Creek 5th field watershed.

Applegate River Special Use Permit Renewals

Renewal of 5 existing special use authorizations: 4 water lines with additional improvements and 1 private driveway permit.

Ashland Forest Resiliency

Landscape fuels reduction to lower chance of large scale wildfire within Ashland Municipal Watershed

BB#3 Placer Mine

Sampling 3 sites by digging out existing ponds then processing and testing the materials on site, on a project footprint <1 acre.

Big Butte Springs Timber Sale

Multiple commercial timber sales and other actions to address ecosystem objectives

Big Elk Cinder Pit Rock Source Project

Oregon Department of Transportation (ODOT) has requested authorization to extract and crush pitrun cinders from approx. 5 acres of an existing quarry for use as a sanding aggregate to improve traction along OR-140, OR-62, and Big Elk Road.

Big Grayback Range Allotment

An allotment management plan update for the Big Grayback C&H Allotment.

Buckhorn Ridge Fuel Break Project

Vegetation management and prescribed burning to establish and maintain a defensible location for suppressing or stopping wildfires.

Butcherknife/Slate Fuels Reduction Project

Treatment of approximately 5,000 acres of forest stands to reduce density of stems, decrease vegetative fuels and increase stand vitality.

Bybee Vegetation Management

This project is designed to improve stand conditions, diversity, density, and structure to increase forest resiliency and overall forest health; provide a sustainable supply of timber products; and reduce the risk to forest resources from wildfire.

Carberry Creek Special Use Permit Renewals

Renewal of 5 existing special use authorizations: 4 water lines with additional improvements and 1 material storage site.

Cascades Managed Stands

Thinning of established plantations across the High Cascades Ranger District

Charter Communication's Fiber Optic Interconnect Project

Construction of 3.6 miles of an aerial fiber interconnect on forest lands within an existing Pacific Power and Light (PP&L) easement.

Coastal Healthy Forests Treatment

Thinning of established plantations across Chetco, Gold Beach and Powers Districts.

Copper Salmon Wilderness Legacy Roads

Decommission or convert to hiking trails up to 16 miles of existing roads within the wilderness. Identify locations for future hiking trails. Relocate gravel stockpiled in the wilderness to outside of the wilderness.

East Illinois Valley Managed Stands Project

Within managed stands (forest plantations), total tree numbers would be decreased through partial cutting to leave the pattern, size and species of trees needed to further stand development objectives associated with 3 land management allocations.

Eight Dollar Mountain, Onion Mountain, Bolan Peak, and Fiddler Mountain Communication Lease Renewals

Renewal of seven existing special use authorization leases for communication uses on Eight Dollar Mountain, Onion Mountain, Bolan Peak, and Fiddler Mountain.

Equine Thin Project

Commercially thin approximately 600 acres of natural stands less than 110 years of age that are located within lands designated as matrix and riparian reserve.

Fire Use Amendment

An administrative action involving the modification of wording for management direction and S&Gs regarding management response to fires, including refinement of S&Gs, removal of limitations on responses and clarifications of language.

Frog Pond Mine Group Mining Operations

Placer mining and lode mining within Johnson and Silver Gulches and other unnamed smaller tributaries using a suction dredge.

Gold Beach and Powers Ranger District Herbicide Use for Noxious Weed Treatment Project

Herbicide treatment through cut and paint and wiping methods on specific high priority sites that have proven impossible to treat by other more standard means. The project proposes to use the most environmentally safe herbicides on the market.

Governor Davis Placer Mine Plan of Operations

Placer mining Plan of Operations for exploration and sampling.

High Cascades Aspen Restoration Project

Vegetation management treatments designed to maintain and restore health and vigor of aspen stands. Does not include commercial timber harvest.

Invasive Plant Treatment Project

Proposal to use any of four herbicides to control invasive plants on approximately 95 acres within the Gold Beach and Powers Ranger Districts.

Long Ridge/Sorrel Meadow Restoration

Removing commercial-sized conifers that have encroached on meadows and white oak/black oak stands over the years. In vicinity of Forest Roads 1917and 3318.

Lower Rogue River Integrated Vegetation Strategy (LRIVS) 2010 Meadow Restoration & Fuels Treatments

Habitat restoration activities in 14 strategic fire buffer areas totaling 592 acres and 8 adjoining meadow, savannah, and oak woodland areas totaling 503 acres.

Meadow Restoration and Enhancement

Meadow restoration activities in 89 meadows on approx. 2,675 acres on all Districts: including 1,421 acres of conifer and brush removal, 841 acres of handpile and burning of slash, 1,869 acres of broadcast burning, and 442 acres seeding/planting veg.

Mt. Ashland Ski Area Expansion

Plantation Thinning and Fuels Reduction Project

Thinning of overstocked plantations on approximately 44,000 acres to improve vigor and reduce hazardous fuels resulting from this project as well as from previous management activities.

Commercial thinning of natural pole stands in matrix, app. 351 acres

Special Use Permit Renewals at J. Herbert Stone Nursery

A decision memo is being prepared to authorize renewal of 4 existing special use authorizations: 2 power lines, 1 natural gas line, and 1 telephone line at the J. Herbert Stone Nursery. The permit would be issued for a 20 year term.

Waters #2 and Round Prairie Creek Hazardous Fuel Reduction

Reduction of understory (non-commercial) vegetation (shrubs and small trees) in natural and managed conifer stands using mechanical slashing treatments and underburning.

Applegate Plantation Thin

Thin overcrowded, previously managed stands (plantations) located within the Applegate Adaptive Management Area (AMA) in order to maintain and enhance forest health and terrestrial and aquatic species habitat

Big Pines Restoration

Apply recommended stand density reduction thinning to ponderosa pine dominated stands to sustain large ponderosa and sugar pine trees, increase stand vigor, and promote pine regeneration.

Cedar Gulch Mine

Previously known as Tracy Placer Mining Project (#9992). Prepare Supplemental EIS and environmental review of proposed Plan of Operations for placer mining less than 5 acres in the Sucker Creek watershed.

Clarks Fork Wildlife Habitat Enhancement & Fuels Treatment Project

Prescribed burning (fall only) on up to 6,450 acres to improve wildlife habitat (improve quantity and quality of forage) and maintain current low fuel loading in project areas.

Union Creek Water System Maintenance Project

The project would address several deferred maintenance items to the Union Creek Water System, including: replacement of the waterline, replacement of components at the Union Creek and Farewell Bend campgrounds, and the USFS Administrative Compound.

Wild Rivers Aquatic and Riparian Habitat Enhancement Project

Restoration of aquatic ecosystems and water quality across the Wild Rivers RD.

Wizard Island #2 Mine Project

The project would authorize mining a sulfur enriched clay mineral deposit (epithermal argillite) on approximately 5 acres of land for up to 10 years. There would be no vegetation removal.
