80's MINING PLAN OF OPERATIONS

DUNN SCHOOL OUTFITTER-GUIDE SPECIAL USE PERMIT RENEWAL

Renew special use permit to operate 1-2 week supervised backpacking, hiking, and camping trips for 6th through 12th grade students.

EGGMAN FAMILY APIARIES

A proposal to issue an apiary special use permit, affecting less than five acres of National Forest System lands.

HUME ROADSIDE AND RECREATION SITE HAZARD TREE

This project proposes to fell dead or damaged trees along district roads that pose a safety hazard or danger to the public and employees using these routes. Some trees may be removed.

Inyo, Sierra, and Sequoia National Forests Land Management Plans Revision

The Inyo, Sequoia, and Sierra National Forests are the three "early adopter" national forests in the Pacific Southwest Region of the Forest Service revising their Forest Plans using the 2012 Planning Rule. The revision process involves three stages: assessment of forest resource condition and trend, development of a revised plan, and monitoring the implementation and effectiveness of plan direction. To officially start the formal NEPA process, a Notice of Intent to prepare an environmental impact statement has been published that briefly describes the purpose of and need for action and the proposed action to revise these forest plans. Your comments on the proposed action will help us refine the proposed action, identify preliminary issues, and develop alternatives to the proposed action. We are also asking for your input on the wilderness inventory and evaluation process, outlined here.

JOEY HEALTHY FOREST AND FUELS REDUCTION PROJECT

The Joey Healthy Forest and Fuels Reduction Project is a proposal for ecological restoration & hazardous fuels treatment on 950 acres of the wildland urban interface surrounding the Horse Meadow Community. Proposed treatments include mechanical and hand thinning, and prescribed fire.

KENNY CARVER WATER TRANSMISSION LINE

Maintenance & operation of a water transmission line (less than 12 inches diameter) and enclosure with reservoir covering 0.04 acres

KERN RIVER VALLEY GUN ASSOCIATION

Reissue 20 year special use permit for a target range. No changes are proposed. Current permit covers approximately 40 acres and 0.25 miles of road.

KERN VALLEY RIVER COUNCIL SPECIAL USE PERMIT RENEWAL

Renewal of expired special use permit for a 5-year term for the use of the Miracle Hot Springs Day Use Area for teaching and kayak events.

KIRKLAND PLANTATION THIN

This project proposes to thin existing plantations in the Kirkland Meadow area to accelerate the development of old forest conditions, create more varied stand conditions for wildlife habitat, and maintain good growing conditions for the young trees.

LA PALOMA #1 AND # 2 MINING PLAN OF OPERATIONS

This proposal is to assure public health and safety while allowing continued sampling and mining of ore from an existing barite mine.

LOGSDON ROAD SPECIAL USE PERMIT RENEWAL

Proposal to renew special use permit for unimproved dirt road (approximately 600 feet long and 12 feet wide for 0.16 acres) that accesses private property from FS Road 21S02 near Beach Meadow.

MILL FLAT CREEK ROADS MANAGEMENT

A proposal to seasonally close the Davis Road (FR 12S01) (approximately 12/1 - 4/15 based on weather conditions) and to decommission 13 forest roads or portions of roads (a total of 3.3 miles) within the Mill Flat Creek Critical Aquatic Refuge.

MILLWOOD OFF-HIGHWAY VEHICLE STAGING AREA REDESIGN PROJECT

The Millwood Off-highway Vehicle (OHV) Staging Area Redesign Project proposes to redesign the staging area to help restore the area around Mill Flat Creek and eliminate negative impacts to the natural and cultural resources in the area.

MORELAND MINES RECLAMATION

Closure of mine openings and removal of structures, old equipment, and trash, from nine (9) abandoned mines.

NEEDLES LOOKOUT AND TOWER REPLACEMENT

This proposal is to construct a new lookout cab and tower with the same "look and feel" as the original tower on the same site. The lookout will comply with current building codes and safety requirements.

OSA MEADOW RESTORATION PROJECT

The Osa Meadow Restoration Project proposes three activities: gully elimination using the pond-and-plug technique, incorporating whole trees into the meadow channel and ponds, and staging and installing a rock/vegetation valley grade feature at the lower end of the meadow. These measures would be taken to address the need to restore the natural meadow and stream water table, stream channel characteristics, and vegetation components.

PACIFIC GAS AND ELECTRIC TULE RIVER VEGETATION MANAGEMENT PROJECT

This project is a maintenance program involving the use of herbicides to control vegetation around hydropower facilities, access roads and trails.

PIUTE MOUNTAINS TRAVEL MANAGEMENT

The travel management planning process for the Piute Mountains area of the Sequoia National Forest was put on hold after the Piute Fire burned through the area in July 2008, in order to evaluate site conditons and allow this area to recover. The Forest Supervisor decided in August 2010 that sufficient reforestation and road reconstruction had occurred to initiate the Piute Mountains Travel Management Project. The project is currently on hold while data is being gathered.

RANCHERIA FOREST RESTORATION PROJECT

The Rancheria Forest Restoration Project was formerly referred to as the Revised Sawmill Forest Health and Fuels Reduction Project. It is located along the ridgeline of the Greenhorn Mountains, adjacent to Rancheria Road near the community of Alta Sierra. In collaboration with the Kern River Valley Fire Safe Council, the Forest Service has determined the need to reduce the risk of uncharacteristically severe wildfire in this area. The purpose of the Rancheria Forest Restoration Project is to design and implement vegetation treatments that would restore the forest to a healthy, diverse, and fire-resilient condition and reduce fuel loads.

SCODIE ALLOTMENT IMPROVEMENTS CE

Install fencing to separate grazing management units and eliminate livestock access to riparian corridor.

SHIRLEY FIRE SALVAGE AND FOREST RESTORATION PROJECT

This project proposes to salvage fire killed timber on 130 acres within the Shirley Fire area to reduce future fuel loading and provide for reforestation.

SHIRLEY MEADOWS SKI AREA 40-YEAR PERMIT

Issue a new 40-year permit for the Alta Sierra Ski Area with no changes from the current 20-year permit or master development plan.

STONY CREEK LODGE EXPANSION PROJECT (ASILOMAR MGMT COMPANY)

The Stony Creek Lodge Expansion Project proposes the development of additional lodging and related facilities adjoining the existing Stony Creek Lodge. The project is to construct a new lodge building, a pool area, and associated infrastructure to support these new facilities.

SURVIVAL TRAINING SCHOOLS OF CALIFORNIA

Issuance of a one year outfitter guide special use permit-- teaching a hybrid of Native American traditions & contemporary backpacking/wilderness survival skills.

TAYLOR/LONG GRAZING PROJECT

This project analyzes the reauthorization of an existing grazing permit for the Taylor/Long Allotment on the Kern Plateau.

TOBIAS ECOSYSTEM RESTORATION PROJECT

The Tobias Ecosystem Restoration Project proposes thinning and prescribed burning to restore a healthy, diverse, fire-resistant species composition and overall forest structure.

TRAVEL MANAGEMENT

The purpose of the Travel Management Project is to designate a system of routes available to motorized vehicles in portions of the Kern River Ranger District and Western Divide Ranger District outside of the Giant Sequoia National Monument.

TULE RIVER RESERVATION PROTECTION PROJECT

The Tule River Reservation Protection Project responds to a proposal from the Tule River Tribal Council under the Tribal Forest Protection Act, to reduce the spread of wildland fire starting on the Sequoia National Forest or private lands to the Tule River Indian Reservation. The project is located partially within the Black Mountain Giant Sequoia Grove and is also near private lands on Bateman Ridge and in Rogers Camp. The project would reduce surface and ladder fuels on 1,425 - 2,825 acres. The methods of reducing fuels vary between alternatives and include constructing fuel breaks, treating planted stands, prescribed burning between planted stands and fuel breaks, follow-up maintenance prescribed burning, surface fuel treatments, and cutting snags.
