Elizabeth Estill Named as Deputy Chief, Programs and Legislation
U.S. Department of Agriculture Forest Service Chief Dale Bosworth today named Elizabeth Estill to the post of deputy chief, Programs and Legislation in the Washington Office. Estill, who previously served as regional forester, Southern Region, will now oversee the agency’s legislative affairs, policy analysis, and strategic planning and resource assessment staffs.
Estill has held numerous Washington Office and field leadership positions with the Forest Service, including: assistant director, Recreation and Management; director, Recreation Management; associate deputy chief, National Forest System; and regional forester, Rocky Mountain Region. In her most recent position as regional forester, Southern Region, she oversaw forests and grasslands in 13 states and Puerto Rico covering more than 12.6 million acres.
Additionally, Estill served 14 years with the Tennessee Valley Authority, directing the only federal recreation demonstration area, Land Between the Lakes. Land Between the Lakes was recently added to the National Forest System.
Estill earned a bachelor’s degree in natural sciences in 1970 and a master’s degree in ecology in 1973 from the University of Tennessee. She additionally served at Harvard University as a Loeb Fellow in advanced environmental studies.
Estill replaces Randy Phillips, who last week was appointed executive director of the Forest Counties Payments Advisory Committee. Bob Jacobs, Eastern Region regional forester, will succeed Estill.
