Phase 2 Request for Proposals

The Forest Service and partners are working together on the 4FRI Phase Two Integrated Resource Stewardship Contract (IRSC) Request for Proposals (RFP) – the Initiative's second large-scale, long-term mechanical thinning effort.  The process may result in one or more large-scale forest thinning contracts within the overall 4FRI area. 

This is one of the first times the Agency is using the recently authorized 20-year stewardship authority (from the 2018 Omnibus Bill).

It is imperative to attract and sustain a sophisticated and well-capitalized forest products industry in northern and central Arizona in order to thin overgrown National Forest System lands to reduce risk of severe wildfire and create healthy, resilient conditions. The RFP will invite proposals from private industry that present thoughtful and innovative approaches to implementing forest restoration activities.

  • Arizona State Department of Forestry and Fire Management (DFFM)

The Partners assembled a team comprised of wide range of experts including foresters, forest product experts, data and financial analysts, contracting officials, policy specialists, and legal staff.

Representatives from BOR, SRP, and DFFM will assist in the evaluation of proposals and make recommendations to the FS. The FS retains the responsibility and due diligence for all the decisions outlined in the Federal Acquisition Regulations and will make the final award.

The solicitation was issued September 13, 2019, inviting proposals that are sustainable, innovative, feasible, and cost-effective. Changes and clarifications to the solicitation are posted as Amendments on the (SAM) website.


Pre-Solicitation Notice

The Pre-Solicitation notice was posted on July 10, 2019.  In order to provide potential bidders an opportunity to start gathering some of the information they’d need to build sound and innovative proposals, the Pre-Solicitation notice contains some details from the RFP (such as performance area and sub areas) that are typically not shared until the actual Solicitation.
