4FRI Phase 1 Stewardship Contract

On May 18, 2012, the Forest Service announced its selection of Pioneer Forest Products as the contractor to perform treatments on the Coconino, Kaibab, Apache-Sitgreaves and Tonto national forests in northern Arizona as part of the Four Forest Restoration Initiative (4FRI).

In September of 2013, the Phase 1 Stewardship Contact was transferred from Pioneer to Good Earth Power AZ and in March 2014 the Forest Service approved amendments to the Business Plan.

In response to requests related to the award of the Phase 1 4FRI Contract, the documents below have been provided through the Freedom of Information Act (FOIA). The FOIA provides that any person has a right, enforceable in court, to obtain access to federal agency records, except to the extent that such records (or portions of them) are protected from public disclosure by one of nine exemptions or by one of three special law enforcement record exclusions. Proposals received in response to the Request for Proposals

  • The proposals from Arizona Forest Restoration Products, Southwest Forest Products, and Phillips and Jordan are withheld under Exemption 3 of the FOIA. This exemption prohibits agencies from releasing, under the FOIA, any proposal "submitted by a contractor in response to the requirements of a solicitation for a competitive proposal," unless that proposal is incorporated by reference in a contract entered into between the agency and the contractor that submitted the proposal.
  • Prices offered
    • The prices offered in the proposals are not releasable. Pioneer's offer is confidential information and is withheld under Exemption 4 of the FOIA. Prices offered by other companies are withheld under Exemption 3 of the FOIA as they are part of the proposals, which are not releasable.
    • The final prices that are part of the contract are released along with the contract.
