Subject: Bankhead National Forest Liaison Panel – September Meeting

The next working meeting of the Bankhead National Forest Liaison Panel will be held Thursday, September 28, 2000 starting at 7:00 pm. The meeting location will be the Traders and Farmers Bank Upstairs Meeting Room in Double Springs, Alabama. The meeting is open to the public.

The objective for this meeting is to provide time for the each member of the panel and the attending public to discuss and provide individual input regarding the upcoming Bankhead Environmental Impact Statement (EIS) for the thinning of loblolly pine forests. As you prepare for the discussion, please consider the following:

Forest Health Issues – Please review handouts from the June and July meetings for this topic. Issues include risks from southern pine beetle, risks from wildfire, and risks to private property investments.

Desired Condition of Bankhead - Review information provided in June and consider the August meeting discussion on natural resource themes (desired conditions).

Upland Forest Restoration – The restoration options provided in the meeting packet in June and August.

The Role of Fire - How the district prescribed burning program should be planned and applied as related to desired conditions. There was discussion of this topic in August.

Thinning Applications – The loblolly thinning applications discussed at August meeting.

Scope of the EIS - Give some thought about the range of actions that should be included in the upcoming EIS. Should it be a (1) narrow focus (i.e. forest health thinning only); (2) should the focus be broader to cover desired conditions, native forest restoration, prescribed burning, site preparation, and natural/artificial reforestation, or (3) something in between.
