Local Companies Are Encouraged to Submit Proposals to Provide Road Maintenance Services

Lakeview, Oregon -The Fremont-Winema National Forest is now soliciting new contractors for Forest Engineering and Road Maintenance (FERM) Blanket Purchase Agreements (BPAs) on the Federal Business Opportunities (FedBizOpps) Web site at: 


Currently, contractors can apply for three activities within the FERM BPAs until July 3, 2014. These activities include pit development, building major structures, and road decommissioning. Additionally, vendors who submit proposals for pit development must also submit an offer for the Buckaroo Quarry Rock Crushing Project on the Paisley Ranger District. For potential local contractors to be selected they must meet selection criteria responses and also have submitted good relevant past performance documentation in their proposals. Vendors must also be registered in the System of Award Management (SAM)at:


The FERM was developed to create a pool of contractors, primarily from Oregon, who can provide a broad range of road maintenance services to National Forests in central Oregon. BPAs are used by U.S. Forest Service Contracting Officers to fill anticipated reoccurring needs for supplies, services and construction from approved vendors. BPAs are reviewed annually to ensure they meet the needs of the government and changing market conditions.

When projects over $2,500 go out for bid, contractors can be solicited nationally or through the FERM, which only goes out to the vendors on those lists.TheFERM is used for all projects that fit the criteria, including five-year term service work and ten-year stewardship contracts.
