2007 Forest Planning Effort
In 2007, the U.S. District Court enjoined the USDA and the Forest Service from implementing the 2005 Planning Rule.
The Notice of the Proposed GMUG National Forest Plan Availability was published in the Federal Register March 23, 2007 (News Release). However, as a result of the injuncture, the comment period was suspended (News Release).
The GMUG's revision process was postponed until a final planning rule could be established and upheld by the court.

2001-2006 Public Involvement Process
Public Participation and Collaboration (PDF, 80 kb) summarizes the public involvement process and activities from the initiation of the 2007 Forest Plan Revision in 2001 through to the development of the July 2006 version of the Proposed Forest Plan.
Collaborative Landscape Working Groups- Between February 2002 and November 2003, 42 landscape working group meetings were held throughout the five GMUG Geographic Areas attended by 1,035 individuals.
The landscape working groups developed a vision statement for the future desired condition of the geographic area and provided recommendations for smaller areas (landscapes) within the larger geographic area. The smaller units or landscapes were a tool to facilitate “place –based” discussions with participants, including identification of roles and contributions for each geographic area. Challenges, risks and barriers to achieving the "vision" or desired conditions were also discussed among the participants.
Release of the Proposed Forest Plan
The Proposed Forest Plan was released March 2007. Due to the subsequent court injunction of the 2005 Planning Rule, all planning efforts were postponed until further notice.
The GMUG National Forest Plan Revision was postponed until a new planning rule was established and a Colorado Roadless Area decision had been made.
