An average of $1.57/acre (range of $1.10 - $2.74) was paid to counties with National Forest land. Of this, and average of $0.21/acre was from the Secure Rural Schools/25% Fund, and $1.36/acre was from Payment in Lieu of Taxes funds.

The Secure Rural Schools (SRS) Act Expired at the end of Fiscal Year 2016. Part of calendar year 2016 was covered under Public Law 114-10 before funding reverted to making payments to States under the 1908 Act, commonly called the 25% payments for the 2017 payment year. Under both Acts, funds are distributed to counties based on national forest acreage within the county.  The money is given as Title I funds which must be used for roads and schools. Due to sequestration, 6.9% of the funds were withheld.

Congress also authorizes Payment in Lieu of Taxes (PILT) monies to compensate county governments for private property taxes forgone due to public ownership. PILT amounts vary based on the amount of national forest monies paid in the previous year and congressional appropriations. PILT payments are made to the counties based on entitlement acres within the county (entitlement acres exclude tax exempt lands the national forest has acquired from state or local governments).
