Las Vegas – The Humboldt-Toiyabe National Forest released the Hilltop Campground Reconstruction Project for a 10-day public scoping period. The purpose of this project is to reconstruct the Hilltop Campground to meet visitor needs, which includes improving safety and sanitation. The campground is located on the Spring Mountains National Recreation Area outside of Las Vegas. The scoping starts on Monday, June 4 and ends on Friday, June 15, 2018.

“The Hilltop reconstruction project would improve the condition of the campground and provide the public with a better recreating experience,” said Donn Christiansen, Area Manager. “But before we get started, we wanted to give the public an opportunity to identify any potential issues that they might foresee arising from the planned work.”

Public Scoping Notice for the Hilltop Campground Reconstruction Project

The U.S. Forest Service, Humboldt-Toiyabe National Forest, Spring Mountains National Recreation Area is soliciting comments to identify potential issues and provide information that should be considered in the environmental analysis process for the Hilltop Campground Reconstruction Project. The purpose of this scoping comment period is also to provide an opportunity for the public to provide early and meaningful participation on a proposed action prior to a decision being made by the Responsible Official.

Submitting Comments

It is expected that this project falls within a National Environmental Policy Act categorical exclusion established by the Forest Service Chief, specifically categorical exclusion number (5) repair and maintenance of recreation sites and facilities (36 CFR 220.6(d)(5). This specific category does not require any scoping, documentation, or a decision memo, however, the Spring Mountains National Recreation Area Manager has decided that the project will incorporate these elements to help inform his decision. As such, this project will include a 10-day scoping period starting on Monday, June 4, 2018, and ending on Friday, June 15, 2018.

Project Details

The purpose of the Hilltop Campground Reconstruction Project is to reconstruct the Hilltop Campground to meet visitor needs, which includes improving safety and sanitation. The condition of the facilities and site amenities have declined over the years. The grills are rotted, fire rings are in poor condition, wooden picnic tables are breaking and splitting and, the paved sections of the campsites are settling and moving, which is creating numerous edges and tripping hazards. In addition, the campground does not currently meet accessibility standards (504 Compliance). The proposed reconstruction will create sites that meet accessibility standards and provide an improved recreation experience for all visitors.

The proposed action will primarily consist of the following actions:

  • Remove old asphalt road, camp spur, and walkway and replace with new asphalt. Utilize crushed gravel surfaces in some locations where asphalt is not appropriate.
  • Flush toilets will be replaced with vault toilets.
  • A shower building will be removed and not replaced.
  • Reconstruct parking areas, trails, and parking spurs in the campground to accommodate some recreational vehicle use and meet accessibility requirements (508 Compliance).
  • Reconstruct portions of the road to address drainage issues.
  • During renovation the following features will be replaced or constructed within the campground: tent pads, picnic tables, pedestal grills, fire rings, new parking barriers or wheel stops, 400 – 500 yards of simple linear fencing, and new vault toilets.
  • Replace or install new information kiosks and other related campground signage, including information on recreational opportunities.
  • Remove existing water spouts from existing campground.
  • Install septic system at host site and install potable water tank for the host to access water. In addition, a free-standing solar system will be installed to provide power to the site.
