This Forest Service Project Planning to Implementation Guidebook largely focuses on planning and implementation processes as they relate to vegetation management activities. These activities are often a key focus of collaborative groups and include commercial timber harvest; non-commercial thinning of smaller diameter trees; and fuels reduction tasks such as hand thinning trees or branches and scattering, chipping, or piling slash such as treetops and branches.

Northwest Forest Plan

The Northwest Forest Plan covers 24.5 million acres of federally managed lands in California, Oregon, and Washington. It was established in 1994 to address threats to threatened and endangered species while also contributing to social and economic sustainability in the region. After nearly 30 years, the Northwest Forest Plan needs to be updated to accommodate changed ecological and social conditions.

Transitional Monitoring Plan

The 2012 Planning Rule (36 CFR 219) required the Okanogan-Wenatchee National Forest (the Forest) to establish a land management plan monitoring program by May 9, 2016, that is consistent with the new Planning Rule’s monitoring requirements. We reviewed our existing Okanogan and Wenatchee National Forests Land and Resource Management Plans’ monitoring program to determine what modifications were needed to conform to the monitoring requirements. We received comments during the Tribal and Public Comment Period and finalized the Transitional Monitoring Plan.
