Payment Reports

The ASR 10-series reports below show the totals that states and counties will receive under SRS. The ASR 10-series reports exclude title II funds which are held in a special Treasury account to fund approved title II projects.

ASR 10-1, Payment Summary Report (state): This report shows the amount of SRS payment made to each eligible state for the 25% Payment and the Transition Payment for title I and title III (and special acts payments as applicable). The total payment in the report is what the state can expect to receive as total payment from SRS for the applicable fiscal year. It does not include title II funds.

ASR 10-2, Payment Detail (proclaimed national forest): Shows payments to each eligible state for 25% Payment and the Transition Payment (title I and title III, not title II), and special acts payments as applicable. This report is ordered by state, Proclaimed National Forest (PNF), county, township, and congressional district.

ASR 10-3, Payment Detail (county): Shows payments to each eligible state for 25% Payment and the Transition Payment for title I and title III (and special acts payments as applicable). This report is ordered by state, county, township, congressional district, and Proclaimed National Forest (PNF).

The ASR 18-series reports below show the totals that states and counties will receive under SRS only for those counties who elect to receive a share of the State Payment formula. The ASR 18-series shows SRS totals across Title I, II, and III. For information on 25% payment counties and total state payments for title I and III, please reference the ASR 10-series reports above.

ASR 18-1, Secure Rural Schools Act Titles I, II and III Report: Shows only those counties who elect to receive a share of the State Payment (or covered state’s transition payment) and the percentages and dollar amounts allocated among titles I, II and III. The report is ordered by state, county, township and Proclaimed National Forest (PNF).

ASR 18-2, Secure Rural Schools Act Titles I, II and III Report: Shows the dollar amount of the county share of the State Payment and the percentages and dollar amounts allocated among titles I, II and III. The report is ordered by region, proclaimed national forest (PNF), state and county.

ASR 18-3, Secure Rural Schools Act Titles I, II and III Report: Shows the total State Payment (of only those counties that elect to use the state formula) and amounts allocated among titles I, II and III by Forest Service Region and a national total.

SRS2, Title II Allocation Report: Shows Secure Rural Schools Act title II funds apportioned by proclaimed national forest based on annual county allocations to title II and additional instructions from counties, if any. Data is ordered by region, proclaimed national forest (PNF), state and county. Report SRS2 shows distributions from Albuquerque Service Center to Forest Service regions. Additional adjustments may be made between regions and forests to ensure the proper funds are available to the appropriate national forest and associated resource advisory committee(s). Generally, funds will be assigned to the “lead national forest” for the committee and is usually the home unit of the designated federal officer for the committee.

1908 Act Payments

(not for FY18 receipt year payments)

Updated February 16, 2018

1908 Act Estimated Payments

Estimated 25-percent payments. The Secure Rural Schools (SRS) program expired on September 30, 2015.  Because the SRS Act has not been reauthorized, the 1908 Act, as amended, requiring 25-percent rolling average payments will govern the distribution of payments to States.  The 25-percent payments will be made based on a 7-year rolling average of receipts from national forests located in the State. Payments may be used only for the benefit of public schools and public roads.  A county will no longer be able to make an election to allocate a percentage of its distribution of the State formula payment for Title II (conservation work on national forests), or Title III (county projects for Firewise programs, emergency services, or community wildfire protection plans).  The 25-percent payments to States made under the 1908 Act, as amended, are subject to sequestration and reduced by 7.3 percent.  The following table shows the estimated 25-percent payments to the States under the 1908 Act, as amended, as well as the estimated distribution to the counties within the State based on National Forest acreage and receipts collected.
