Presenters: Charles Howton - Deputy Director and Senior Regulatory Analyst of the Federal Advisory Committee Act (FACA) Committee Management Secretariat, General Services Administration
Deborah Dalton - Senior Conflict Resolution Specialist, Environmental Protection Agency
Track: (Training Workshop)
Description:
This interactive practicum will cover the applicability of FACA to major dispute resolution, regulatory negotiation, and other group scenarios principally involving Federal environmental initiatives. A brief "walk-through" of the FACA statute and GSA's Government-wide regulations will precede hands-on participation exercises in actual environmental disputes and litigation, and "real-world" case studies with solutions. The discussion also will touch on recent cooperative conservation initiatives. Interspersed with opportunity for Q & A, participants will better understand why FACA may not apply in every case.
Learning Objectives:
- Understanding the purpose and major requirements of FACA.
- Examining when and why FACA applies to certain collaborative processes.
- Finding practical solutions and resolutions to stakeholder negotiations impacting FACA.
