Track: Matching the Process to the Problem: Navigating Process Choices

Description:
Very often, outcomes of negotiations between tribal, state and federal government representatives result in perceived or actual effects on non-governmental individuals and/or groups, local governments and utilities. This can result in activities including lobbying of legislative and congressional representatives, lawsuits, media buys, etc. This session will explore the benefits and challenges of including the full range of interests in the negotiations. What are the tools, techniques and recommendations for successfully incorporating these other interests for the purpose of providing insight for two ongoing cases (one involving voluntary approaches for resolving tribal water rights and the other involving development of tribal water quality standards under Treatment as a State under the Clean Water Act)?
