APPENDIX A

WEB-BASED GIS QUESTIONNAIRE

A. Identify the status of the use and application of Web-based GIS in the Forest Service.

  1. Do you use Web-based Geographic Information Systems (GIS)? (enter, display, query, and analyze geospatial data)

  2. To your knowledge, how is web-based GIS being used in the Forest Service?

  3. Describe how information is being transferred via web-based GIS. Are all existing Web-based GIS applications instances where information transfer is one-way, that is from the Forest Service to the public?

  B. Identify the potential use and application of Web-based GIS.

In your opinion, what are some of the potential uses and applications of Web-based GIS, including use by other agencies and the public?

  1. What could and should be done in the web-based GIS environment to support Forest Service workflow and business requirements?

  2. Do you believe that your resource area would benefit from Web-based GIS technology?

  3. What do you think of allowing the public to collect and enter inventory and monitoring data via the Internet? (i.e. NatureWatch)

  4. How would you like to see Web-based GIS applied within the Forest Service? Ideas might include , Web-based GIS used to manage, inventory and/or monitor: fish and wildlife, vegetation, water and air quality, cultural resources, fire suppression activities, or recreation activities (especially visitor use).

  5. Where should the agency go with this technology and what are the barriers to get there?
  6.

C. Identify the barriers to expanded use of Web-based GIS

  1. What are the barriers to expanded use of Web-based GIS, including technical and institutional barriers? This includes exploring the institutional concerns of maintaining a secure network while providing information to and receiving information from the public.

  2. Do you have any suggestions as to how these barriers could be overcome?

  3. Do you think that time and money might be saved by using Web-based GIS? How?

  4. What are some of the potential pitfalls of using Web-based GIS? This might include the potential to marginalize stakeholders that are less technically advanced, and the uncertain impacts of increased public involvement in the decision-making process.
