Mapleton Ranger District

Workforce

The district workforce has been reduced considerably from approximately 100 employees in the 1980's to the present strength of 31. The workforce is expected to stabilize at the present level for the next ten years.

Office /Conference Space

A new leased office was constructed in Florence in 1997 for the district headquarters. The leased office space in Mapleton which was below the flood plain and flooded in 1996 was vacated in November of 1997.

Prior to the construction of the new office, the district removed a modular office building from the site (the building is presently used for storage at the Sutton Work Center).

The new office has a much larger customer service area and larger conference rooms to facilitate the business that is done with the public.

ACTION:

  1. No action anticipated for next 10 years until lease is due to expire.
  2. In 1998, place this building and property on the regional list of potential properties to acquire.

Notes for Future Planning:

  1. The Forest Service owns a 100 acre block of land east of Hwy 101 across from the junction of Sutton Lake Rd. This land has water and power and is visible from Hwy 101. This site has the potential to be developed as an administrative site. Buildings could be built by the Job Corps center which is within an easy commute. Growth of Florence is moving north in this direction. Complete a study by the end of FY 1999 to determine if this land should be kept for future development or declared surplus for a potential land exchange.
  2. The Oregon Dunes office is a relative short distance away. Study combining the two offices if a major change in work force occurs on either unit.

Warehouse/Shop Space

With the downsizing of the timber related activities on the forest and the change in location of the office to Florence, much of the storage space at Mapleton is excess to the district's needs.

Upper Compound (Old Ranger Station Site)

This site consists of four storage buildings that are in relatively poor condition and the old ranger station building that is in good condition. There are two residences used as bunkhouses that are in fair condition utilized by PNW research personnel. The road and trail warehouse has historical significance but is in very poor condition and is not structurally sound.

ACTION:

  1. Place all buildings and land on regional excess list in FY 1998.
  2. Notify PNW personnel that the bunkhouse quarters will be available on a month to month basis as long as buildings remain in possession of the forest.
  3. Move PNW personnel to Hillcrest quarters when any of those quarters become available.
  4. Move all contents out of the Road and Trails warehouse in FY 1998.
  5. Move r1re warehouse contents to Hillcrest warehouse in FY 199811999.
  6. Expand Hillcrest warehouse as needed to hold additional items.

Hillcrest Warehouse

This metal building was constructed in 1977 and is in good condition. It contains the district tree cooler and is used for general storage. A corner of the building was walled off and outfitted for hazardous materials storage in 1996.

ACTION:

  1. Maintain in present condition.
  2. Expand as needed to hold Fire warehouse needs and other storage needs.

Sutton Workcenter

This site was acquired in 1991 and is adjacent to the Sutton Lake Campground. The site has a double wide mobile, a single wide mobile and a two car, wood framed garage. The modular building previously located at the Mapleton office site was moved to the site in 1996 and is used for storage. A small pole building was constructed by force account in 1996 for equipment storage. The site is located close to the district office and makes a good location for a small workcenter. The size of the parcel limits the use and there is not much room available for expansion.

ACTION:

  1. Double wide mobile ? maintain for campground host
  2. Single wide mobile ? keep as long as well utilized by volunteers. Remove when no longer utilized
  3. Double car garage ?maintain for mower and equipment storage.
  4. Modular building ? maintain for storage.
  5. Metal equipment shed ? do not maintain ? replace with more stable building.
  6. Develop proposal for 40'x 60'shop warehouse building for replacement of metal equipment shed and to provide storage lost at Mapleton Upper Compound Possible Job Corps project. Plan for construction in FY 98 or 99.

Quarters

Upper Compound

Two houses used as a bunkhouse (see Upper Compound write up).

Hillcrest Housing Area

The site has three wood frame residences that are in good condition and four mobile homes that are in poor to fair condition. This housing is not well utilized by Forest Service personnel and an agreement with the Mapleton School District was initiated several years ago to help better utilize the housing. Even with this agreement, full occupancy is not maintained at all times.

ACTION:

  1. Move PNW personnel staying at the Upper Compound to the Hillcrest site as buildings are vacated by Forest Service or school district personnel
  2. Explore rural development options with the community and the school district
  3. Do not dispose of this property as long as there is good utilization by PNW and other forest or state personnel. Ensure that rent for volunteers is paid either by the volunteers or by the benefiting function.
