Workforce

The ODNRA workforce has remained relatively stable during the past 10 years. The staff primarily supports a large recreation program and has not been significantly impacted by the downsizing related to the reduction in timber harvest on the forest.

A few positions have been eliminated with the advent of contracting the operation of several of the campgrounds. A substantial volunteer force of 10 to 12 persons during the summer peak season supplements the full time workforce.

No substantial changes in the size of the workforce is anticipated in the next 10 years and no changes in the requirement for office space is anticipated.

Office/Conference Space

The headquarters for the ODNRA is located in Reedsport in a leased building now owned by the City of Reedsport. This building was originally built for the ODNRA headquarters by a private party and leased to the Government. The building was purchased by the City in 1994 and a new lease was negotiated. At the time of renegotiation, the building was upgraded f or accessibility.

The building is located at the North entrance to Reedsport and is in a very visible location. An agreement was recently reached with the Chamber of Commerce and the Chamber Visitor's Center was moved into the lobby and the ODNRA and Chamber share the front desk and lobby area. This is proving to be a very good partnership and results in a reduction of rent to the ODNRA.

The office and warehouse space at this site are well utilized. The building is attractive, well maintained and functional.

ACTION:

  1. Continue to lease this site, explore exchange/acquisition options with City.
  2. In FY 1998, place this property on the regional list of properties for acquisition.

Warehouse/Shop Space

Siltcoos Work Center

This site contains a 40 ft x 60 ft wood framed warehouse building used for storage and shop area for the northern portion of the ODNRA. ATV's and a tractor are parked in the building and have to be moved outside for space to work on projects. The building could be better organized with shelving to improve utilization. The building is in good condition.

ACTION:

  1. Construct a 20 ft. addition to the warehouse to permanently house the tractor and ATV's in FY 1998 or FY 1999.
  2. Add shelving for better space utilization.

Eel Creek Work Center

This site contains a 40 ft x 60 ft wood framed warehouse building similar to the Siltcoos Work Center. This center is used to serve the south half of the ODNRA. In addition to the warehouse building, there is an older wood framed building used for storage of fencing and other items. These items are not high in value but are kept under cover since the space is available. This building is in very poor condition. The site also has an RV pad used by a volunteer caretaker.

ACTION:

Main Warehouse/shop: Add shelving for better space utilization. Consider moving carpenter shop operation to Siltcoos Work Center after additional bay is constructed at Siltcoos.

2nd Warehouse: Do not spend more than $500 annually for maintenance. When major repairs are needed such as a new roof or siding -- the building will be removed rather than maintained

RV Pads: Study the feasibility of installing additional RV pads for volunteers. This will require a tie to the City of Lakeside sewer system.

Quarters

Gardiner Administrative Site

This site, located in Gardiner, Oregon, was constructed in the early 1960's and utilized as the headquarters for the Smith River Ranger District. When the ODNRA was established in 1972, the district office was closed and the NRA headquarters was established in Reedsport.

The site is approximately 5 acres in size and contains an office building, two residences, a bunkhouse, and a small laundry building.

The State Police utilize the office for storage and a staging area. No rent is charged in exchange for the police providing a security presence at the site. This building will be in need of major maintenance within the next few years.

The main bunkhouse has been utilized during past summers but recent problems have been identified with the fire alarm system, non?fire rated wall covering, a lack of privacy in sleeping quarters and an inefficient kitchen area. The roof needs replacement and the water system is in need of repair or replacement.

The ODNRA utilizes a large volunteer workforce to accomplish many tasks. Volunteer staffing averages 10 persons during the peak summer months. The bunkhouse has been used to house the volunteers.

One of the houses is set up as a bunkhouse, the other is rented to a ODNRA employee.

ACTION:

  1. If possible, divide the property to separate the two residences from the other buildings. Keep the two residences for volunteer housing and surplus the remainder of the property.
  2. If the property cannot be divided, remove the bunkhouse, office and laundry building in FY 1999.
  3. Discontinue rental of the residences to ODNRA employees and utilize for volunteer housing (adequate housing in the Reedsport area is available for full time staff).
  4. Ensure that volunteers either pay bunkhouse rates for staying in the quarters or the benefiting projects are charged the appropriate rate and the funds are deposited in the quarters account to provide revenue for quarters maintenance.
  5. If the bunkhouse is removed, study option of installing several RV pads for volunteers with RVs.
