Supervisor's Office

Work force

The staff level of the supervisor's office has been reduced substantially in the last several years as a result of reduction of the timber program. Staff levels were approximately 160 at the highest level in the 1980's and now are settling out at around 120. Many positions have been eliminated but opportunities for zoning and consolidation of activities at the forest level have helped in keeping reductions to a minimum. Several district positions have been moved to the Corvallis office.

The Forest Supervisor estimates that the staff will remain at the present level for the next 10 years. There are several reorganization efforts being studied to zone with the Willamette National Forest certain departments such as Contracting and Personnel and IRM. This will not likely affect the number of employees working out of the Corvallis office substantially. One employee now working for the BILM is provided office space and several positions that are multi?forest positions are now working out of the Corvallis office.

Office/Conference Space

The supervisor's office is a leased facility, constructed in 1984 to forest specifications. It was one of four similar supervisor office buildings built in Oregon by the same owner. With the staff downsizing, the first floor of the east wing was vacated in 1996 to allow the space to be subleased. Attempts to sublease this space have not been productive until March of 1998.

An agreement has just been reached to house the Forest Service National Team for Water, Soils and Ecosystem Management. This group will start with a staff of 10 employees and will ramp up to a full strength of 35 within two years. This will completely utilize the vacant space.

The building is very functional, accessible and provides good forest conference and meeting facilities. Space utilization is presently poor but the building will be fully utilized when the vacant space is filled by the national team.

  1. Continue to lease existing site

  2. In FY 1998, place this property on the regional list of properties to acquire.

Warehouse/Shop Space

The warehouse building was constructed at the same time as the office building. The building is used to store forest historical records, equipment and supplies used by field going personnel and houses the forest radio shop. The warehouse provides working space for the radio technician to repair and install radio equipment in a heated environment. A battery charging room is used to store and charge batteries for forest radio transmitter sites. The forest fleet manager also uses the shop space to install equipment in new fleet vehicles. The warehouse space is well utilized.

ACTION:

  1. In FY 1998, perform house cleaning and organize the warehouse for safer and more efficient use of space.

  2. Acquisition of the warehouse would be included in any acquisition of the office site.
