2704.33 - Forest Supervisor

New authorizations and permits containing non-standard clauses are subject to review and shall be issued under Forest Supervisor authority after review and approval.

The Gifford Pinchot Forest and Land Resource Management Plan does not list any approved communication sites, therefore, all 800 series (Communication Sites) authorizations are retained under Forest Supervisor authority (See FSM 2704.34(2)).

New Water Transmission Line uses (915, 916, 923) are retained under Forest Supervisor authority. The cumulative effect of these uses can have a long-term impact on streams, water quality, and our management practices. New uses shall be issued by the Forest Supervisor.

Rental of Government Buildings (352) for more than a one time use and/or for a two month duration or more, are retained under Forest Supervisor authority.

Those uses, such as 141 - Campgrounds and Picnic, 155 - Restaurant and Gift Shop, issued through use of a Prospectus are retained under Forest Supervisor authority.

1. All Special Use Permits, longer than five years, shall be issued by the Forest Supervisor.

2. Inter-District permits (both temporary and priority) shall be issued under Forest Supervisor authority.

3. Inter-Forest Permits once designated, (both temporary and priority) shall continue to be issued by the Forest Supervisor.

2704.34 - District Ranger. District Rangers/Monument Manager are authorized to issue standardized special use permits of a short-term nature (occupancy not to exceed five years) that are non-ground disturbing and/or reissuance of existing authorizations on sites approved in the Forest and Land Resource Management Plan where a determination has been made to continue that use. The site-specific types of special uses are listed in FSH 2709.11, Chapter 52.

The following additional information applies to these types of site authorizations issued by the District Ranger/Monument Manager.

123 Recreation Residence - Permit shall be prepared by Forest Headquarters for District issuance.

134 Rental Recreation Lodging - Master permit form will be kept up-to-date by Forest Headquarters for issuance by the District.

153 Outfitter & Guide - Refer to FSM 2721.53.

352 Rental of Government Residence - Use master permit form prepared by Forest Headquarters for District issuance for short-term, one-time uses, (less than two month duration), permits longer than two months are retained under Forest Supervisor authority.

915/916/ Water Transmission Line - Districts/Monument Manager can reissue

923 authorizations for existing uses only.

Information from Item 7 of the Special Use Application and Report (FS-2700-3) and the Request For Termination of and Application For Special Use Permit (FS-2700-3a) should be used as a guide for listing clauses for a specified use. Special Use clauses are available from the Clause Collector program which is located in IS (Information System). They are available for retrieval by anyone with authorized access or can be collected for Districts by Forest Headquarters Lands personnel upon receipt of a list of clauses needed for each permit. See FSH 2709.11, Chapter 50, for a listing of mandatory clauses for each type site.
