7731.16 - Road Use Permits

1. All commercial use of forest development roads is prohibited under 36 CFR 261.54 without a permit or written authorization. All Forest Service contracts are considered an authorization and therefore don't need a road use permit.

2. The District Ranger is delegated the authority to sign all road use permits and to manage all matters in association with those permits.

3. A road use permit is not needed if the amount of the permit will be less than $100. In these cases, issue a letter of authorization to the permittee.

4. All road use permits will require a minimum of three (3) working days to process. Potential permittees shall be informed of this requirement when they apply for the permit. All road use permits will be applied for on form FS-7700-40 (Application for Permit Non-Federal Commercial Use of Roads Restricted by Order).

5. The Forest Road Manager will provide technical expertise to the District Rangers and field engineering personnel. The Forest Road Manager will also monitor the processing of road use permits with occasional inspections at the District Ranger offices. Zone Road Managers are responsible to prepare maintenance requirements and appraisals.
