CHAPTER 30 - INJURY/ILLNESS COMPENSATION

31.3 - Authorizing Medical Treatment and Travel

Agencies may pay the providers of emergency first aid treatment when the treatment for a single incident is expected to be a one time thing and no lost time is anticipated. This is called Agency Provided Medical Care - APMC. This process expedites payment in those situations where the cost of treatment is low and there is no question about the injury or illness being work related.

The Forest Service classifies personal injury cases as follows:

1. Nonreportable Cases. Cases involving the following are not reportable to OWCP, are not chargeable, and are not to be entered into the IRSA. File these cases (CA-1 or -2) in the Employees Medical Folder (EMF). These are cases in which:

a. No medical care is received, or medical care is received on the date of the injury only (no followup visits), and

b. No CA-16 is issued (Agency Provided Medical Care [APMC] is used), and

c. No lost time is charged to sick or annual leave, or continuation of pay (CO).

2. Reportable First-Aid Cases. Although cases classified as first aid must be reported to OWCP, they are not chargeable and are not to be entered into IRSA. First-aid cases are divided into two categories:

Category 1 - First Aid Case Requiring Followup Medical Treatment During Working Hours. This type of case will most likely be encountered in a fire camp situation:

a. Medical care is received but no CA-16 is issued (APMC used), and

b. One or more followup visit(s) beyond the date of injury, and during work hours are required, and

c. No lost time is charged to sick or annual leave, or COP.

Category 2 - Followup Medical Treatment During Non-Duty Hours.

a. Medical care is received, but no CA-16 is issued (APMC used), and

b. Two or more followup visits beyond the date of injury, and during non-duty hours are required, and

c. No lost time is charged to sick or annual leave, or COP.

CHAPTER 30 - INJURY/ILLNESS COMPENSATION

Cases similar to Category 2, but which require only one followup visit during non-duty hours, are not reportable to OWCP, are not chargeable, and are not to be entered into IRSA. These are nonreportable cases. File them in the employee's EMF.

All first-aid type cases should be clearly marked "First aid injury -- Medical care paid by APMC" in the upper right-hand portion of the CA-1 or -2.

3. Reportable Non-Lost Time Cases. These cases are reportable to OWCP, are chargeable, and must be entered into the IRSA. These are cases in which:

a. Medical treatment is authorized by issuing a CA-16, Request for Examination/Treatment, and

b. No lost time is charged to sick or annual leave, or COP.

4. Reportable Lost-Time Cases. Any case involving lost time beyond the date of injury (charged to sick or annual leave, or COP) is reportable to OWCP as a lost-time case. These cases are chargeable and must be entered into IRSA.

To expedite payment for first aid type medical services, regular Forest Service procurement procedures may be used to acquire services needed in cases designated:

1. Non reportable

2. Reportable - First Aid

The imprest fund or credit card will be the preferred methods of making payments for these services.

When APMC is used in lieu of OWCP, the service will be ordered by any Forest Service employee having procurement authority using form FS-6100-16. As soon as the form is completed by the provider, a copy will be sent to the S. O. Personnel Section.

The person authorizing treatment is responsible for following up to assure that payment is made to the provider.

OWCP procedures will be followed in all cases where loss of time or followup treatment during work time is anticipated
