5160 - FIRE MANAGEMENT EQUIPMENT AND SUPPLIES
5160.3 - Policy.
1. All fire caches on the Ozark-St. Francis NFs shall be clearly marked "For Fire Use Only" and shall not be used for any other purpose.
2. Each cache shall have an inventory card with all contents identified. This inventory card shall be updated any time the contents change.
3. All fire equipment shall be properly maintained and fire ready at all times. A minimum of twice each year (before Fall and Spring fire season) a thorough inspection shall be done by the unit and the inventory card initialed and dated.

b. Each District and Cass are authorized as many 6 person special project and Warden caches as deemed necessary by the District Ranger or the Center Director. Enough tools and supplies must be maintained within these small caches to provide immediate fire suppression needs for each unit.
c. In addition to the 100-person cache, a reasonable amount of supplies shall be maintained at Russellville to meet Forestwide replacement needs.

The following kits shall include as a minimum: Chainsaw - Fuel, Oil, Tool Kit, File, Hammer, Wedges, Chaps, Hearing Protection, Gloves, Goggles. Mistblower - Fuel, Tool Kit, Hearing Protection. Portable Pump - See 5162.41, R8, Supplement #82. |

Each unit may choose to maintain a supply of these items, but the Forest fire cache at Russellville shall maintain an adequate Forest supply. |

Items can vary in each cache as needed to meet special requirements. These changes must be identified on the inventory card. |

The Fire Management Staff in the Supervisor's Office will conduct one or two fire readiness checks on each unit each year. These checks shall be accomplished in October or November and February or March. |
2. Ordering Supplies
a. |
Non-Emergency - Orders will be placed via the DG to the Forest Dispatch Office. All requests shall be filled as soon as possible and delivery shall be made by the most convenient method. |
b. |
Emergency - A person shall be assigned to the fire cache during high fire activity to fill orders. This request should be made to the Forest dispatcher. Under emergency conditions, the dispatcher will arrange to deliver supplies to the fire. |
3. Recording Keeping - A record shall be kept by the dispatcher of all orders filled from the cache.
4. Inventory - An inventory shall be maintained by the dispatcher and one copy shall be kept at both the dispatch office and the fire cache.
5161 - FIRE MANAGEMENT EQUIPMENT
1. Powered Firefighting Equipment
a. Tractor/Transport Units

In addition to the requirements in R8 Supplement #82, the following accessories are required: Tractor - One shovel and one pulaski. Transport - Two council tools, one pulaski, one shovel, one drip torch, two headlamps with batteries, and one pair of shin guards. |

Tractor/Transport units on the Forests are primarily fire equipment, but other productive uses are encouraged. The following conditions should be met: Class C Manning Level - Tractor and Transport should remain together so tractor can be loaded in a reasonable amount of time. Class C+ Manning Level - Tractor should remain loaded when not actually working. When tractor is working projects, a get-away time of 15 minutes should be adhered to. Class D and E Manning Level - Tractor should remain loaded with perator standing by. Unit should be strategically located and coordinated with the Forest Dispatcher. It may be possible, when coordinated with the Forest Dispatcher, to perform project work with the tractor during morning hours. |
b. Water-Handling Equipment
Water handling equipment usually requires a higher degree of readiness than other equipment. The reason is due to the many required accessories and the need to provide highly trained people. Engine units without established crews shall have one individual responsible for readiness. This individual shall maintain a reasonable inventory of accessories and see that the unit is fire ready. All pumps should be checked regularly and started each date that a Class C or higher manning level is expected. |
c. Other Powered Equipment
All powered equipment stored in caches, including portable pumpers, chainsaws, mistblowers, etc., should be checked and run at least twice each year. The above powered equipment carried on vehicles for immediate use should be started weekly during periods of fire weather. |
