04.21 - Regional Foresters .

2. Oversight management responsibility of the K-V program in Southern Region has been delegated to the Silviculture and Genetic Resources Unit Leader. K-V policy issues referred to the RO from the field concerning Fiscal, Budget, Silviculture, Fisheries, Wildlife and Range, Soil, Water or Recreation will be coordinated with representatives from the appropriate affected RO staff unit(s).

04.22 - Forest Supervisors .

7. Delegate, in writing, oversight management responsibility for the Forest's K-V program to a Forest staff person. The selected individual will coordinate and manage the Forest's K-V program among Districts to ensure consistency and compliance with direction in FSH 2409.19. That individual must become thoroughly knowledgeable in all aspects of the K-V program. Management and coordination of the K-V program must use an interdisciplinary approach with other Forest resource staff to ensure consistency in compliance with FSH 2409.19.

8. Annually calculate indirect cost rates for the Washington Office and Regional Office, Supervisor's Office, Ranger Districts, and total by Proclaimed National Forest (PNF). Publish these rates as a Forest Supplement to FSH 2409.19, sec. 21.12. The published rates shall include a summary of District and SO cost components included in the indirect cost calculations. These rates shall be calculated and published within 90 days after receipt of the Planning, Budgeting and Allocation (PBA) package containing the final work planning and budget advice for the current fiscal year.

9. Approve District Ranger 5-year timeframe extension requests for individual funded K-V projects that can not be accomplished within 5 years after sale closure and that meet the criteria included in R8 Supplement 2409.19-99-2,

sec. 22.4. Approval is limited to properly planned and funded site-specific K-V projects timeframe extension criteria. No blanket timeframe extensions are authorized for Districts or Forests. No extension may exceed 10 years from date of sale closure.

10. Approve District Ranger 5-year timeframe extension requests for individual funded K-V projects that involve a sequence of vegetation manipulative practices essential for Threatened, Endangered, and Sensitive (T,E,&S) species habitat restoration, or enhancement, that can not be accomplished within 5 years after sale closure and meet the criteria included in R8 Supplement 2409.19-99-2, sec. 22.4 (Timeframes, items 4, 5, and 6). Approval is limited to properly planned and funded site-specific K-V projects meeting the timeframe extension criteria. No blanket time frame extensions are authorized for Districts or Forests. No extension may exceed 10 years from date of sale closure.

04.23 - District Rangers.

11. Delegate, in writing, management responsibility for the District K-V program to a District staff person. The selected individual will coordinate and manage the District K-V program. That individual must become thoroughly knowledgeable in all aspects of the K-V program. Management and coordination of the K-V program must use an interdisciplinary approach with other District resource staff to ensure consistency and compliance with FSH 2409.19.

12 Submit to the Forest Supervisor 5-year timeframe extension requests for funded K-V projects that: a.) meet the criteria in R8 supplement FSH 2409.19-99-2, sections 22.4, items 3, 4, 5, and 6; and b.) are timely, such that approval will be completed prior to the 5-year sale closure date.

13. Submit, in the original Sale Area Improvement (SAI) Plan, to the Forest Supervisor, a 5-year timeframe extension request for a funded K-V project that involves a sequence of vegetation manipulative practices essential for Threatened, Endangered, and Sensitive (T,E,&S) species habitat management or ecosystem restoration that cannot be accomplished within 5 years after sale closure and that meet criteria included under R8 Supplement FSH 2409.19-99-2, sec. 22.4, items 4 and 5.
