CHAPTER 1240 - ORGANIZATION STANDARDS

1241.04 - Responsibility. A Regional Office Field Location Review Group is established to review proposals submitted to the Regional Office for approval. The

following or their designated acting shall comprise the Group:

Director, Management Systems, Chairperson

Director, Lands & Minerals

Director, Planning & Budget

Director, Procurement & Property

Facilities Engineer, Coordinator

This Group shall coordinate, review and advise for:

1. Geographic location analysis and/or proposed site selections for:

a. Acquisitions

b. Development

c. Relocation

d. Disposition

Included are administrative sites (work centers and offices), government housing, Human Resource Programs (HRP) facilities, and visitor information sites.

2. Proposals to construct, reconstruct, alter or add to any facility (where estimated construction costs, exclusive of engineering and overhead, is more than $50,000) which is not included in the ongoing building program regardless of the Funding Source, for example, Construction and Land Acquisition (C&LA), HRP, benefitting appropriations. The final prospectus shall serve as the proposal where site locations have been established at suited geographic locations.

3. Public service space that is part of FS owned/leased offices. Use the MATRIX, Appendix D of the "Report and Recommendations on Public Service Areas for Ranger District Offices" to establish visitor area space needs.

4. Requests for new or renewed lease of facility space. The Director, Procurement & Property shall advise the Group of leasing alternatives and coordinate viable leasing options for the concerned unit.

Annually, this Group shall assist in Fire Administration and other (FA&O) construction project planning and programming coordination of the Regional on-going priority list. The Director of Engineering is responsible for overall coordination and management of the Regional FA&O construction program.
