Chapter 1320 - Technology Transfer
1320.44b - Regional, Station, and Area Coordinators
1. A committee for the coordination of research and technology transfer consisting of the Director of Planning & Budget, the Director of Cooperative Forestry and the Technology Transfer Coordinator for the Southern Region (R-8); Assistant Station Director of Research Planning and Application for the Southern Forest Experiment Station (SOFES); and Assistant Station Director of Research Planning and Application for the Southeastern Forest ExperimentStation (SEFES) shall meet annually by April 15 to:
a. Review and prioritize research and technology transfer needs identified during the year.
b. Evaluate the effectiveness of technology transfer efforts including the identification of problems resulting from or impeding its application.
c. Stimulate the development of technology transfer plans and other actions for joint participation in publications, symposia, workshops, and other activities as needed.
d. Explore possibilities for entering into cooperative technolog transfer agreements.
e. Recommend awards or other rewards for individuals or groups performing meritorious and high quality innovation and technology transfer.
f. Schedule appropriate training for Regional Specialists, Project Leaders, Program Managers and Scientists involved in priority technology transfer efforts.
g. Update Exhibit 1 based on personnel changes and initiation of new research programs.
Annual responsibility for conducting the meeting shall rotate between R-8, SOFES, and SEFES in that order.
2. As shown in Exhibit 1, the Regional Forester shall designate a Regional Specialist to work closely with each Research Unit (RU) Project Leader and Program Manager in the two Experiment Stations. These Regional Specialists should meet at least annually with Project Leaders, Program Managers, RU scientists, and other interested parties to discuss research needs and coordinate technology transfer opportunities. The transfer of emerging technology from these RUs is the joint responsibility of the Regional Specialists, Research Project Leaders and Program Managers. For any researchcoordination or technology transfer effort to succeed, the Regional Specialists, Research Project Leaders and Program Managers need clearly defined duties.
a. Each Research Project Leader and Program Manager shall:
(1) Send a draft of each potential publication or research results being transferred by other methods to the Regional Specialist for the RU to keep the Regional Specialist abreast of research results dissemination.
(2) Call annual Research Unit/Southern Region coordination meetings involving users or potential users of the technology and document the research and technology transfer needs identified.
(3) Organize user group teams to develop a technology transfer plan for emerging technology identified as high priority. Share the responsibility for leading technology transfer planning teams with the R-8 Specialist.
b. Each Regional Specialist shall:
(1) Inform other interested Regional staff units when Research Unit/Southern Region coordination meetings are planned and their location.
(2) Solicit input for or participation in the Research Unit/ Southern Region coordination meeting by these other units.
(3) Inform other interested Regional staff units of the results of these Research Unit/Southern Region coordination meetings.
(4) Share the responsibility for leading technology transfer planning teams with the Research Project Leader or Program Manager.
c. At the annual Research Unit/Southern Region coordination meeting, the designated Research Specialist, Project Leader, RU Scientists and other interested people will:
(1) Review current and planned research.
(2) Discuss research needs identified in the field as input to program planning.
(3) Identify application opportunities and involve user groups in the implementation of the technology.
(4) Plan for dissemination and implementation of new and expected research results. Identify opportunities for simultaneously disseminating pertinent research results from other sources.
(5) Assist with organizing user group teams, developing technology transfer plans and actions, and following up on action plan progress.
(6) Prepare a written summary of meeting accomplishments. Project Leaders will submit summary to the P&A AD with a copy to the Region 8 Coordinator.
3. By March 1 of each year, Regional Specialists shall submit research application and technology transfer needs to the R-8 Technology Transfer Coordinator through their Regional Staff Directors; and Project Leaders and Program Managers shall submit research application and technology transfer needs to their Assistant Station Directors for Research Planning and Application through their Assistant Station Directors. Any research application and technology transfer needs submitted for consideration by the Technology Transfer Coordination Committee shall contain the following information:
a. A brief description of the technology which will be transferred.
b. When the technology will be available for transfer.
c. Identity of the RU(s) possessing the technology (including the name of the contact person for information).
d. Regional Staff Units which will be involved in the transfer.
4. By March 15, the R-8 Technology Transfer Coordinator and Assistant Station Directors for Research Planning and Application for the SEFES and SOFES shall share and consider research application and technology transfer needs in the annual meeting of the Technology Transfer Coordination Committee.
5. By October 15, the R-8 Technology Transfer Coordinator shall report to the Regional Forester and Station Directors for SEFES and SOFES on technology transfer accomplishments for the previous fiscal year.
6. The Director, Southern Forest Experiment Station; Director, Southeastern Forest Experiment Station; and Regional Forester, Southern Region will annually give up to three $5,000 awards for exemplary activities that promote the transfer of Federal technologies.
a. The award will be made to groups (not individuals) who have introduced a new technology or knowledge into the organization, or who have transferred a knowledge or technology externally.
b. The Region and Stations can make nominations which must be submitted to the technology transfer committee (through the Southern Region Director of Planning and Budget) by September 1. Nominations must follow format prescribed for the Chief's Award for Technology Transfer, consisting of only two pages. Page one should include: date; location (name of unit or TT Team); names of nominees; 25 word citation; name, title, and address of person to whom a copy of the award letter is sent; and a name and phone number to contact for information. Page two is a detailed statement of achievement (approximately 250 words). Document recognition from user groups and accompany the nomination.
c. The Selection Panel is the technology transfer committee plus up to two others who may be invited by the committee to participate. The Selection Panel shall evaluate all nominations and submit recommendations to Station Directors and the Regional Forester by December 1. The Panel shall also evaluate all nominations for possible submission to the Chief's Award for Technology Transfer (due by December l5).
d. The Selection Panel must evaluate nominations for:
- Creativity (uniqueness and initiative)
- Benefits (significance)
- Technique/Method (types and uniqueness)
- Clients (who and how they used the technology)
- Role of nominees (extent of direct involvement)
e. Funding for the award shall be provided in equal shares by the Station Directors and the Regional Forester.
