3302 - OBJECTIVE.  To encourage the management of forest 
resources on nonindustrial private forest lands.

3303 - POLICY.  The Forest Service shall:

    1.  Actively participate in the development and 
administration of forestry incentives.

    2.  Provide technical forestry assistance to other Federal 
and State agencies and private concerns who provide forestry 
incentives to nonindustrial private forest landowners.

    3.  Evaluate forestry incentives and make or recommend 
changes to improve effectiveness.

3304 - RESPONSIBILITY

3304.1 - Federal

    1.  The Director of Cooperative Forestry shall provide 
leadership, guidance, and review of all forestry incentives 
programs at the national level.

    2.  Regional Foresters and the Area Director are responsible 
for leadership, guidance, and review of forestry incentives 
programs at the Regional level and for providing technical 
support for the States through specialists on their staffs.

3304.2 - State.  The State Forester or equivalent State official 
is responsible for implementation of forestry incentives programs 
at the State level.  On-the-ground technical assistance to 
landowners is provided by the State Foresters.  State Foresters 
also coordinate the development of forestry incentives programs 
with applicable State committees.
