To reinvigorate our agency’s Special Emphasis Program and fulfill executive orders 13985, 13988 and 14035, we invite employees in the Civil Rights Zone 1 service areas listed below to serve as collateral duty Special Emphasis Program managers:

Business Operations (including HRM and Job Corps)
The Special Emphasis Program is designed to remove barriers to equal opportunity for traditionally underrepresented groups in the agency.
Those interested in becoming a collateral duty program manager must demonstrate a desire, commitment, familiarity and willingness to promote the concepts of Equal Employment Opportunity Special Emphasis Program Management. The program intends to create a positive work environment where diversity, equity, inclusion and accessibility initiatives align with the Forest Service Strategic Plan, Core Values, Code and Commitments and executive orders. Program manager activities include the recruitment, hiring, development, promotion and retention of underrepresented groups, including those who are LGBTQ+, have disabilities and veterans. These duties may take a maximum of 20% of an employee’s time.
