Employees are reminded to schedule and use their annual leave; compensatory (comp) time off in-lieu of overtime pay; travel comp and disabled veteran leave, as applicable, before it expires. Leave dates will not be extended due to COVID-19.
Annual leave and other paid time off balances and limitations continue to be applied during COVID-19. (See the Office of Personnel Management memo for additional information.)
Employees may not carryover more than 240 hours of annual leave to the next leave year. Any unused leave over the employee’s leave ceiling is forfeited at the end of the leave year.
Employees may not request restored leave for cancelled vacation or travel plans due to COVID.
Leave that is lost at the end of the leave year can only be restored if it was forfeited due to an administrative error, an employee being ill or if leave was canceled due to an exigency of public business. (See 5 U.S.C. 6304(d) for additional information.)
Employees who would forfeit annual leave in excess of their annual leave ceiling because of their essential work during COVID-19 will have their excess annual leave restored based on an exigency of public business. When OPM provides additional guidance, we will share it agency-wide.
Comp Time Off In-Lieu of Overtime
Comp time must be used by the end of the 26th pay period after the pay period during which it was earned. Please be sure to use it within one year or if not used, you will be paid out at the rate in effect when you earned it. (See 5 CFR 550.114 or 5 CFR 551.531 for additional information.)
Travel comp is forfeited if not used by the end of the 26th pay period after the pay period during which it was earned. Please be sure to use it within one year or it will be forfeited. (See 5 CFR 550.1407 for additional information.)
Disabled Veteran Leave
Employees have an established 12-month period to use the leave for the purposes of undergoing medical treatment for a qualifying service-connected disability rating of 30 percent or more. Leave not used within the 12-month period is forfeited. (See 5 U.S.C. 6329 for additional information.)
