USDA: Memorial Day holiday tribute and early release
Dear USDA Colleagues,
As the Memorial Day holiday approaches, we not only pay tribute to the brave men and women who made the ultimate sacrifice for our nation but also reflect on USDA's history of service and sacrifice in support of our country. Throughout its storied history, USDA has played a vital role in upholding our nation's security and well-being. From supporting farmers on the home front during times of war to providing vital resources to our armed forces overseas, USDA has consistently demonstrated its commitment to serving our country in times of need.
USDA also has a long history of honoring and commemorating the sacrifices of our fallen heroes. Whether through participation in Memorial Day ceremonies, hosting events to honor veterans, or supporting programs that assist military families, USDA has always stood alongside our nation's military community. As we observe Memorial Day this year, let us not only remember the courageous men and women who gave their lives in service to our country but also recognize USDA's legacy of service and sacrifice. Let us honor the memory of our fallen heroes by continuing to uphold the values of integrity, dedication, and selflessness that define both our department and our nation.
Secretary Vilsack has authorized a 2-hour early release on Friday, May 24, 2024, in recognition of this important Federal holiday, and in remembrance of the fallen members of our armed forces.
Employees should code their timesheet using “66 – Admin/Excused Absence” (WebTA) or “TC-66 Other Leave” (Paycheck8).
Employees who are required to work on Friday, May 24th, due to mission critical needs will code their timesheet as normal, “01 – Regular Base Pay.”
If employees are unable to participate in the early departure on Friday, May 24th because their supervisor has directed them to continue working due to mission critical needs; or if Friday is a non-workday; or if the employee is on preapproved paid leave; then the employee may use the 2 hours on a different day. Employees must work directly with their supervisor to identify another day within the current pay period, or within the next two pay periods (June 2 to June 29) to use the 2-hour time off authorization. The 2 hours does not need to be used on the same day, but it must be used by June 29.
Leave may only be charged during an employee’s scheduled tour of duty. Employees in a continuous period of non-pay status may not be placed in a pay status solely to receive 2 hours of administrative leave for an early release. If employees are in a “use-or-lose” situation, the 2 hours do not constitute an exigency of public business and does not qualify to have annual leave restored.
Thank you for your unwavering commitment to USDA's mission and to the principles for which our fallen heroes bravely fought and died. Lastly, thank you to our active-duty members, reserve service members, and veterans at USDA. We are honored to work alongside you each day and owe you our deepest gratitude.
Sincerely,
Malcom Shorter
Assistant Secretary for Administration
