Sequoia and Sierra National Forests Land Management Plans Revision

The Sequoia and Sierra National Forests released their revised draft environmental impact statement and revised draft plans, initiating a 90-day public comment period on June 28, 2019. The comment period closed on September 26, 2019. Thank you for submitting comments and participating in engagement activities during the comment period.

Folders labeled "Current" include documents associated with the 2019 revision of the draft environmental impact statement and draft forest plans. Folders labeled "Archive" include documents from the 2016 original draft environmental impact statement and draft forest plans and are posted here for reference only. The original documents were revised to address changed conditions in the planning area from tree mortality across the region. Please note there is currently no access to the CARA Public Reading Room for this project.
Access to the Reading Room will be down until further notice to comply with new agency policy enforcing the Federal Information Systems Management Act of 2014. This law requires agencies to ensure publicly accessible systems, such as the CARA database, do not contain nonpublic information like mailing addresses, email addresses, and phone numbers. Thousands of comments were submitted during the recent 90-day comment period via the plan revision email and comment webform. We deactivated access to the Reading Room because a portion of those comments included nonpublic, personal information that would be publicly available. The national office is aware of this issue and is advising us on potential paths forward. While our National Environmental Policy Act regulations state that comments submitted during the public comment period are part of the public record, this federal law applies to all web-based information systems, including CARA. As such, we are working on efficient solutions to selectively conceal nonpublic information in those comments while providing you alternative methods for accessing this information in a timely manner.
