As part of carrying out the mission of the Forest Service, agency resource specialists develop environmental analysis and documentation under the National Environmental Policy Act (NEPA) and agency direction.

SOPA Report

The Schedule of Proposed Actions (SOPA) Report contains a list of proposed actions that will begin or are currently undergoing environmental analysis and documentation. Questions and comments regarding projects listed in the SOPA should be directed to the Project Contact shown in the SOPA.

Grassland Projects

Grassland Projects are proposed actions that are analyzed thought the NEPA process (Environmental Impact Statement [EIS], Environmental Analysis [EA], or Categorical Exclusion [CE]) that involve analyzing different alternatives to the proposed action requires public notice and comment, and result in a NEPA decision such as a Record of Decision (ROD), Decision Notice (DN), or a Decision Memo (DM) which is subject to an administrative appeals process, and ultimately is implemented on the ground.

  • 021 Allotment Range Water Project

  • 2014 Crested Wheatgrass Utilization and Range Infrastructure Projects

    Construction and use of temporary or permanent fence to create crested wheatgrass pastures. Install two pipelines and tanks. Re-route existing fences. Authorize changes to grazing rotations.

  • 2016 Hay Permit

    Haying on 27 acres of Allotment 045 for the purpose of removing stagnant, non-productive grasses which are affecting production of vegetation. Project canceled due to hay crop ruined by storm.

    McKenzie Ranger District is seeking public comment on proposed range improvements to be installed on National Grasslands in McKenzie County. These projects include fencing, pipelines, and water tanks.

    The McKenzie Ranger District and McKenzie County Grazing Association propose to install water pipelines and tanks on National Forest System Lands in Pasture 15, McKenzie County, North Dakota.

  • 386 Headquarters Pipeline

    This project will approve the installation of one range water pipeline across the McKenzie Ranger District. The pipeline is 5023 feet in length. This project will include a pipeline a stock tank and reclamation of the contaminated well.

  • A051 Livestock Crossing

  • A103X Flowline Replacement

    The existing CMNU A103X flowline will be replaced. The project entails burying a 3-inch spooled fiberspar line for approximately 3,960 feet. It would be constructed within a 30 foot wide right-of-way that follows an existing road corridor.

    NP Resources, LLC (NP) proposes to construct a single well pad, which would contain three well bores and related production facilities, and construct approximately 255 feet of new road for access onto the well pad.

  • Basin Electric Geotechnical Soil Investigations

    The geotechnical investigation would drill 12 boreholes with a max. borehole diameter of 6 in. and varying from 30-40 ft using an all-terrain rig with a footprint of approx. 210 sq feet. This investigation is needed to determine soil characteristics.

  • Basin Electric Power Cooperative Gap Substation Expansion

    The project consists of constructing two 17.4 MVAR capacitor banks on a roughly rectangular parcel immediately adjacent to the existing Gap Substation. The area permitted for the substation addition is approximately 4.40 acres.

    This project proposes improvements to National Forest System Road 7901, also known as the East Yellowstone Trail. Improvements include grading and some horizontal and vertical realignment. The project would also increase the easement to Slope County.

  • Elkan South Fresh Water Pipeline Project

    Elkan, Inc. proposes to construct a 24 inch high density polyethylene fresh water pipeline across National Forest System lands.

    The project proposes to apply an adaptive management strategy using a variety of tools to effectively manage and restore rangelands managed by the District in accordance with land management plan direction.
