PROHIBITIONS
Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50 (a) and (b), the following are prohibited on the National Forest System (NFS) lands, roads, and trails within the Pikes Peak Ranger District, Pike-San Isabel National Forests & Cimarron and Comanche National Grasslands, described below and shown on the attached map incorporated into this Order as Exhibit A (the “Described Areas” and “Described Roads and Trails”):
- Going into or being in the Described Areas. 36 C.F.R. § 261.53(e).
- Being on the Described Roads and Trails. 36 C.F.R. §§ 261.54(e), 261.55(a).
EXEMPTIONS
Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order:
- Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order or a written determination by a Forest Service authorized officer that a permit is not required under 36 C.F.R. § 251.50(e)(1) or (2).
- Any Federal, State, or local officer, or member of an organized rescue or fire fighting force in the performance of an official duty.
DESCRIBED AREAS, ROADS, AND TRAILS
The Described Areas are in El Paso and Teller Counties, north of Pikes Peak Highway, Township 13 South, Ranges 68 and 69 West, 6th P.M. They are further described as all NFS lands within the following boundaries:
NFS Lands in Township 13 South, Range 68 West that are west of Crowe Gulch and approximately ÂĽ mile north of Pikes Peak Highway in sections 16, 17, 20, and 21 (El Paso County); NFS lands north of Pikes Peak Highway in section 18 (Teller County), NFS lands West of the Town of Green Mountain Falls in section 7 (Teller County) and section 8 (El Paso County); NFS lands North of the Town of Green Mountain Falls in section 6 (Teller County), up to the northern stream; NFS lands in Township 13 South, Range 69 West that are approximately ÂĽ mile NW of Pikes Peak Highway, in sections 13, 23 and 24 (Teller County), following topographical features on the western border in section 23, NFS lands in section 14 (Teller County). The Described Roads and Trails are the portions of the following NFS roads and trails that are within the Described Areas: northern part of NFS Trail #754, Ring the Peak Trail, and NFS Road #333.
PURPOSE
The purpose of this Order is to protect public safety during Colorado Springs Utilities South Catamount Dam repair.
IMPLEMENTATION
- This Order shall be in effect from October 30, 2023, at 12:00 Noon through May 1, 2026, at 11:59 PM, unless rescinded.

- Unless otherwise expressly defined in this Order, the terms used in this Order are defined by the regulations of the Secretary of Agriculture, 36 C.F.R. Chapter II, Parts 200-299. If there are terms in this Order that are not expressly defined in the Order or 36 C.F.R. Chapter II, Parts 200-299, their meaning shall be determined by their plain language definitions.
- A violation of the above prohibitions is punishable as a Class B misdemeanor by a fine of not more than $5,000 for individuals and $10,000 for organizations, or by imprisonment for not more than six months, or both. 16 U.S.C. § 551; 18 U.S.C. §§ 3559, 3571, and 3581.
