Occupancy and Use Prohibition: 
West Sedona Camping and Campfire Restrictions

PROHIBITIONS

Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50(a), the following is prohibited on the National Forest System (NFS) lands in the Coconino National Forest, described below and shown on the attached map incorporated into this Order as Exhibit A:

1. Camping. 36 C.F.R. § 261.58(e).
2. Igniting, building, maintaining, or using a campfire, charcoal fire, or stove fire. 36 C.F.R. § 261.52(a).

EXEMPTIONS

Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from Prohibition (1) of this Order (Camping 36 C.F.R. § 261.58(e)):

1. Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order or a written determination by a Forest Service authorized officer that a permit is not required under 36 C.F.R. § 251.50(e)(1) or (2).
2. Any Federal, State, or Local Officer, or member of an organized rescue or firefighting resource in the performance of an official duty.
3. Persons camping within the Designated Camping Areas identified in Exhibit A (Rockview, Angel Valley, Javelina, Surprise, Windmill, Cockscomb, Greasy Spoon, and Nolan). 

Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from Prohibition (2) of this Order (Igniting, building, maintaining, or using a campfire, charcoal fire, or stove fire. 36 C.F.R. § 261.52(a)):

1. Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order or a written determination by a Forest Service authorized officer that a permit is not required under 36 C.F.R. § 251.50(e)(1) or (2).
2. Any Federal, State, or Local Officer, or member of an organized rescue or firefighting resource in the performance of an official duty.
3. Persons using a stove, grill, or any fire implement that is solely fueled by pressurized liquid petroleum or pressurized liquid petroleum gas (LPG) fuels.

DESCRIBED AREA

As depicted on the map in Exhibit A, the Described Area includes all NFS lands within the boundary starting west of Sedona, AZ, at the intersection of National Forest System Road (“FR”) 216 and Arizona State Route 89A in Township 17N, Range 5E, Section 20, then following a line due north for approximately 0.3 miles to the Outer Limits Trail in Township 17N, Range 5E, Section 17, thence, northwesterly along the Outer Limits Trail to the junction with FR 9513, thence, westerly along FR 9513 to the junction with FR 152A, thence, northwesterly along a line parallel with and 300 feet east of FR 152A (Diamond Back Gulch OHV Trail) to the junction with FR 152C (Boynton Canyon Road) in Township 17N, Range 4E, Section 1, thence, westerly along 152C (Boynton Canyon Road) to the junction with FR 525 (Loy Butte Road), thence, northerly along FR 525 (Loy Butte Road) to the junction with FR 9551 (Outlaw OHV Trail), thence, southerly along FR 9551 (Outlaw OHV Trail) to the junction with FR 9549 (Outlaw OHV Trail) in Township 18N, Range 4E, Section 28, thence, westerly along FR 9551 for approximately one mile to the Red Rock- Secret Mountain Wilderness Area in Township 18N, Range 4E, Section 29, thence, westerly, and then northerly, around FR 9530, along the Red Rock-Secret Mountain Wilderness Area boundary to the junctions of FR 525C and 9530 in Township 18N, Range 4E, Section 30 (this portion of the boundary encompasses the area known as Robbers Roost), thence, westerly along FR 525C to the junction with FR 9524 (Powerline OHV Trail) in Township 18N, Range 4E, Section 30, thence, southwesterly, and then easterly, along FR 9524 (Powerline OHV Trail) to the junction with FR 761 (Bill Gray Road) in Township 17N, Range 4E, Section 12, thence, southerly along a line parallel and 300 feet west of FR 761 (Bill Gray Road) to where it crosses into State lands approximately 3.4 miles north of Arizona State Highway 89A and Township 16N, Range 4E, Section 18, thence, easterly along the northern boundaries of Sections 18, 17, and 16 in Township 16N, Range 4E to the northeast corner of Township 16N, Range 4E, Section 16, approximately 0.12 miles west of Arizona State Route 89A, thence, southerly along the western boundaries of Sections 15, 22, and 27 in Township 16N, Range 4E to the southwest corner of Township 16N, Range 4E, Section 27, including the northwest quarter section of Township 16N, Range 4E, Section 35, thence, easterly along the southern boundary of Section 27 in Township 16N, Range 4E to the southeastern corner of Township 16N, Range 4E, Section 26, thence, northerly along the center of Sections 26 and 23 in Township 16N, Range 4E to the northwest corner of Township 16N, Range 4E, Section 23, thence, west and then north along the boundary between NFS and private lands to Oak Creek (34° 46' 49.980" N, 111° 53' 39.613" W) in Township 16N, Range 4E, Section 14, thence, northeasterly along Oak Creek for approximately 6 miles to the Elmerville Spur R Trail in Township 17N, Range 5E, Section 32, thence, northerly along the Elmerville Spur Tail to the junction with FR 216 in Township 17N, Range 5E, Section 29, thence, northerly along FR 216 back to the boundary’s point of beginning at the junction of State Route 89A and FR 216 in Township 17N, Range 5E, Section 20. 

The Described Area also consists of a 300’ buffer on both sides of FR 9816, from its start at Yavapai County Road 30, continuing north 0.8 miles to the boundary with State Trust Land (34°43'55.709"N, 111°56’ 35.160" W).

PURPOSE

The purpose of this Order is to protect natural and cultural resources, protect wildlife habitat, preserve soil and watershed integrity, prevent wildfires, and protect public health and safety.

IMPLEMENTATION

1. This Order shall be in effect from August 31, 2026 at 1600 through August 31, 2028 at 0800, unless rescinded.
2. A map identifying the Described Area is attached and made part of this Order as Exhibit A, which can be viewed below.
3. Unless otherwise expressly defined in this Order, the terms used in this Order are defined by the regulations of the Secretary of Agriculture, 36 C.F.R. Chapter II, Parts 200-299. If there are terms in this Order that are not expressly defined in the Order or 36 C.F.R. Chapter II, Parts 200-299, their meaning shall be determined by their plain language definitions. 
4. A violation of the above prohibitions is punishable as a Class B misdemeanor by a fine of not more than $5,000 for individuals and $10,000 for organizations, or by imprisonment for not more than six months, or both. 16 U.S.C. § 551; 18 U.S.C. §§ 3559, 3571, and 3581.

6. This Order supersedes any previous Orders prohibiting the same or similar acts in the same Described Area.
