Teton Division Winter Travel

PROHIBITIONS

Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50 (a) and (b), the following are prohibited on the National Forest System (NFS) lands in the Jackson, Blackrock, Big Piney, and Pinedale Ranger Districts, Bridger-Teton National Forest, described below as Described Areas A, B, C, and D, and shown on the attached map incorporated into this Order as Exhibit 1, including all NFS Roads and Trails within those areas (“Described Areas”): 

1. Using or possessing an over-snow vehicle (OSV) that weighs more than 2,200 pounds in the Described Areas.  36 C.F.R. §§ 261.56, 261.54(d), 261.55(d)
2. Possessing or using an OSV in Described Area B from December 1st to May 1st  6 AM, annually, except on the routes designated by signs on the ground and on Exhibit 1.  36 C.F.R. §§ 261.56, 261.54(a), 261.55(b)
3. Possessing or using an OSV in Described Area D from December 15th to May 1st 6 AM, annually, except on the routes designated by signs on the ground and on Exhibit 1. 36 C.F.R. §§ 261.56, 261.54(a), 261.55(b)
4. Going into or being upon Described Area C from December 1st to May 1st, 6AM, annually, except on the routes designated by signs on the ground and on Exhibit 1. 36 C.F.R. §§ 261.53(b), 261.54(a), 261.55(b)

EXEMPTIONS

Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order:

1. Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order or a written determination by a Forest Service authorized officer that a permit is not required under 36 C.F.R. § 251.50(e)(1) or (2); and 
2. Any Federal, State, or Local Officer, or member of an organized rescue or firefighting force in the performance of an official duty. 

DESCRIBED AREAS

The Described Areas include all NFS Roads and Trails within those areas. The Described Areas are further described as the following: 

1. Described Area A is light blue on Exhibit 1. It is further described as portions of the Mount Leidy Highlands on Blackrock and Jackson Ranger Districts, portions of the Teton and Snake River Ranges, and Cache Creek/Game Creek areas on Jackson Ranger District, and portions of the Wyoming Range and Gros Ventre Range on Jackson and Big Piney Ranger Districts. 
2. Described Area B is light purple on Exhibit 1. It is further described as all NFS lands within the Teton and Gros Ventre Wilderness areas, lands immediately adjacent to the Teton and Gros Ventre Wilderness in Buffalo Valley and Gros Ventre River Valley, downhill ski permit areas at Jackson Hole Mountain Resort and Snow King Mountain Resort, and Teton Pass area south of Wyoming Highway 22. 
3. Described Area C is dark purple on Exhibit 1. It is further described as areas of Gros Ventre River Valley, lands east and adjacent to the National Elk Refuge, lands along US Highways 89/189 south of Jackson, WY within the Snake and Hoback River corridors on Jackson Ranger District, Bacon Ridge area on Pinedale Ranger District, elk feedground areas including Dell Creek and McNeel Creek, and Monument Ridge area on Big Piney Ranger District. 
4. Described Area D is light purple with hashmarks on Exhibit 1. It is further described as the areas east and adjacent to Grand Teton National Park including Spread Creek, Toppings Lake, and Uhl Hill on Blackrock Ranger District.

PURPOSE

The purpose of this Order is to protect public safety, wildlife, and natural resources. 

IMPLEMENTATION

1. This Order shall be in effect from December 2, 2024, at 6:00 P.M. through May 1, 2029, at 6:00 A.M., unless rescinded. 
2. A map identifying the Described Areas is attached and made part of this Order as Exhibit 1. For a digital version of this Order and Exhibit 1, go to https://www.fs.usda.gov/r04/bridger-teton/alerts. 
3. Unless otherwise expressly defined in this Order, the terms used in this Order are defined by the regulations of the Secretary of Agriculture, 36 C.F.R. Chapter II, Parts 200-299. If there are terms in this Order that are not expressly defined in the Order or 36 C.F.R. Chapter II, Parts 200-299, their meaning shall be determined by their plain language definitions. 
4. A violation of the above prohibitions is punishable as a Class B misdemeanor by a fine of not more than $5,000 for individuals and $10,000 for organizations, or by imprisonment for not more than six months, or both. 16 U.S.C. § 551; 18 U.S.C. §§ 3559, 3571, and 3581.

6. This Order supersedes any previous Orders prohibiting the same or similar acts in the same Described Areas.
