Orosco Ridge Closures
Forest Order details the implementation for temporary closures of Orosco Road, Boden Canyon Road, and Santa Ysabel Road to protect arroyo toads and their habitat during sensitive seasonal conditions. These closures will be implemented based on hydrologic and temperature triggers and will remain in effect through December 31, 2026, unless conditions allow for an earlier reopening.
Implementation Criteria
Gate Closures Following Rain Events
- The gate on Orosco Road will be closed for at least two weeks following any rain event of 0.25 inches or more within a 24-hour period.
- If additional rainfall occurs during the two-week closure, the closure will be extended. The road will remain closed until both of the following conditions are met, or until the original two-week period has ended—whichever is longer:
- No rainfall greater than 0.1 inches has occurred for one full week, and
- The initial two-week closure period has concluded.
- For smaller rain events (0.25 inches or less in 24 hours), the Forest will follow the district’s standard gate-closure schedule.
Pursuant to 36 C.F.R. § 261.50(e), the following people are exempt from this Order:
- Owners, lessees, or residents of private land within the Closure Area, to the extent necessary to access their land, unless the area is under evacuation order by the County Sheriff or California Office of Emergency Management.
- Any Federal, State, or local government official, or member of an organized rescue or firefighting force in the performance of an official duty.
- Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order.

EMERGENCY CLOSURE ORDER
Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50 (b), and to protect natural resources, the
following act is prohibited within the administrative boundaries of the Cleveland National Forest. This Order is effective from April 30, 2026, through December 31, 2026 following criteria in Attachment A.
- Being on any of the National Forest System Roads listed below and shown on the attached map as Exhibit A:
a. Orosco Road (12S02)
b. Boden Canyon Road (12S03)
c. Santa Ysabel Road (12S04) 36
C.F.R. § 261.54(e).
Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order:
- Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order.
- Any Federal, State, or local officer, or member of an organized rescue or fire-fighting force in the performance of an official duty.
This prohibition is in addition to the general prohibitions in 36 C.F.R. Part 261, Subpart A. A violation of this prohibition is punishable by a fine of not more than $5,000 for an individual or $10,000 for an organization or imprisonment for not more than six months, or both. 16 U.S.C. § 551 and 18 U.S.C. §§ 3559, 3571, and 3581.
