Wild Horse Gather Closure Area - Order Terminated
Order terminated.
The purpose of this closure is to protect public health and safety while supporting safe and efficient wild horse gather operations to ensure humane care and treatment of all animals captured. Only essential gather personnel and permitted personnel will be allowed at trap and holding sites during operations. We ask the public to not interfere with the operation.
This action is associated with the BLM Closure supporting the removal of excess wild horses outside of the Montgomery Pass Wild Horse Territory.

Multiple county roads are affected by this closure including Goat Ranch Cutoff Co. Rd. and Conway Ranch Co. Rd. Travel on these roads is prohibited. The closure area is shown on the map.

Wild Horse Gather Area Closure
Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50(a) and to provide for public safety and protect natural
resources while contractors perform wild horse gather operations, the following acts are prohibited within
the Inyo National Forest. This order is effective from July 7, 2026, through July 17, 2026.
- Entering or being in the Wild Horse Gather Area Closure, as shown on Exhibit A. 36 C.F.R. §
261.53(e).
The boundary of the Wild Horse Gather Area Closure includes all National Forest
System Lands in the following Townships, Ranges, and Sections:
a) Township 3 North, Range 27 East, Sections: 22, 23, 24, 25, 26, 27, 34, and 35.
b) Township 3 North, Range 28 East, Sections: 19, 30, 31, and 32.
c) Township 3 North, Range 29 East, Sections: 10, 15, 22, 27, and 34.
d) Township 2 North, Range 28 East, Sections: 5, 6, 8, 9, 16, 17, 21, 28, 29, 32,
and 33.
e) Township 2 North, Range 29 East, Sections: 2, 3, 10, 11, 13, 14, 15, 22, 23, 24,
25, 26, 27, 35, and 36.
f) Township 1 North, Range 27 East, Sections: 11, 12, 13, 14, 15, 21, 22, 23, 26,
27, 28, 34, 35, and 36.
g) Township 1 North, Range 28 East, Sections: 5, 6, 7, and 35.
h) Township 1 South, Range 27 East, Sections: 1, 2, 11, 12, 13, and 14.
i) Township 1 South, Range 28 East, Sections 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11,12, 13,
14, 15, 16, 17, and 18.
j) Township 1 South, Range 29 East, Sections: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11,12,
13, 14, 15, 16, 17, and 18.
Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order:
- Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas
Restricted by Regulation or Order), specifically exempting them from this Order. - Any Federal, State, or local officer, or member of an organized rescue or fire-fighting force in the
performance of an official duty. - Persons with a Forest Service non-special-use written authorization to conduct non-recreational
activities, such as harvesting timber or forest products, or grazing livestock. - Owners or lessees of land, to the extent necessary to access their land.
- Residents, to the extent necessary to access their residences.
These prohibitions are in addition to the general prohibitions contained in 36 C.F.R. Part 261, Subpart A.
A violation of these prohibitions is punishable by a fine of not more than $5,000 for an individual or
$10,000 for an organization, or imprisonment for not more than six months, or both. 16 U.S.C. § 551 and
18 U.S.C. §§ 3559, 3571, and 3581.
