CAMPING AND CAMPFIRE RESTRICTIONS

Pursuant to 16 USC §551 and 36 CFR §261.50 (a) and (b), the following special restrictions and
prohibitions are established on the Deschutes National Forest, in the State of Oregon, described herein,
and depicted on the attached Exhibits A through H.

CAMPING PROHIBITIONS:

Whychus Creek Riparian Corridor (Exhibit B), Bend Municipal Watershed (Exhibit C), Cascade Lakes
Highway Scenic Views Corridor (Exhibit E), and Deschutes Wild and Scenic River Corridor (Forest
boundary at Bend to County Road 40) (Exhibit E):

  • Camping. [36 CFR 261.58(e)]

Whychus Creek Wild and Scenic River Portal Area (Exhibit B):

  • Camping outside of existing designated dispersed camping sites. [36 CFR 261.58(e)]

Three Creeks Lake Area (Exhibit C) and Deschutes Wild and Scenic River Corridor (Forest boundary at La
Pine State Recreation Area to Wickiup Reservoir) (Exhibit F):

  • Camping outside of developed campgrounds and existing dispersed camping sites. [36 CFR
    261.58(e)]

Tumalo Creek Area (Exhibit C):

  • Camping within 200 feet of any permanent surface water source. [36 CFR 261.58(e)]

Newberry Caldera (Exhibit G):

  • Camping outside of developed campgrounds and resorts. [36 CFR 261.58(e)]

CAMPING EXEMPTIONS:

Pursuant to 36 CFR §261.50(e), the following persons are exempt from this order:

  1. Persons with a permit specifically authorizing the otherwise prohibited act or omission.
  2. Any Federal, State, or local officer, or member of an organized rescue or fire fighting force in the
    performance of an official duty.

CAMPFIRE PROHIBITIONS:
Whychus Creek Riparian Corridor (Exhibit B), Tumalo Creek Area (Exhibit C), and Cascade Lakes Highway
Scenic Views Corridor (Exhibit E):

  • Building, maintaining, attending or using a fire or campfire. [36 CFR 261.52(a)]

Whychus Creek Wild and Scenic River Portal Area (Exhibit B):

  • Building, maintaining, attending or using a fire or campfire outside of existing designated
    dispersed camping sites. [36 CFR 261.52(a)]

Three Creeks Lake Area (Exhibit C):

  • Building, maintaining, attending, or using a fire or campfire outside of developed campgrounds
    and existing dispersed camping sites. [36 CFR 261.52(a)]

Bend Municipal Watershed (Exhibit C):

  • Building, maintaining, attending or using a fire, campfire, or stove fire. [36 CFR 261.52(a)]

Upper Tumalo Creek Area (Exhibit C):

  • Building, maintaining, attending, or using a fire or campfire outside of a developed day use area
    and existing dispersed camping sites. [36 CFR 261.52(a)]

Hosmer Lake and Mallard Marsh (Exhibit D):

  • Building, maintaining, attending, or using a fire or campfire outside of developed campgrounds.
    [36 CFR 261.52(a)]

Deschutes Wild and Scenic River Corridor (Forest boundary at Bend to County Road 40) (Exhibit E):

  • Building, maintaining, attending, or using a fire or campfire outside of developed day use areas.
    [36 CFR 261.52(a)]

Deschutes Wild and Scenic River Corridor (Forest boundary at La Pine State Recreation Area to Wickiup
Reservoir) (Exhibit F):

  • Building, maintaining, attending, or using a fire or campfire outside of developed campgrounds,
    developed day use areas, and existing dispersed camping sites. [36 CFR 261.52(a)]

Newberry Caldera (Exhibit G):

  • Building, maintaining, attending, or using a fire or campfire outside of developed campgrounds,
    day use areas, and resorts. [36 CFR 261.52(a)]

CAMPFIRE EXEMPTIONS:

Pursuant to 36 CFR §261.50(e), the following persons are exempt from this order:

  1. Persons with a permit specifically authorizing the otherwise prohibited act or omission.
  2. Any Federal, State, or local officer, or member of an organized rescue or fire fighting force in the
    performance of an official duty.
  3. Persons using a portable stove or lantern using gas, jellied petroleum, or pressurized liquid fuel.

CRESCENT INDUSTRIAL CAMP PROHIBITIONS:

Crescent Industrial Camp (Exhibit H), the area commonly named the Crescent Industrial Camp and
National Forest System Road 5814 in its entirety:

  • Entering or using a developed recreation site or portion thereof. [36 CFR 261.58(b)]
  • Parking or leaving a vehicle in violation of posted instructions. [36 CFR 261.58(g)]
  • Being on a National Forest System road. [36 CFR 261.54(e)]

These seasonal prohibitions will take effect annually, beginning at 10:00 AM, August 15, and will remain
in effect for up to 90 days (each year).

These restrictions are in addition to those prohibitions enumerated in Subpart A of 36 CFR 261 and any
other special restrictions pertaining to the described lands.

CRESCENT INDUSTRIAL CAMP EXEMPTIONS:

Pursuant to 36 CFR §261.50(e), the following persons are exempt from this order:

  1. Persons with a permit specifically authorizing the otherwise prohibited act or omission.
  2. Any Federal, State, or local officer, or member of an organized rescue or fire fighting force in the
    performance of an official duty.

These prohibitions are necessary to protect forest resources on the Deschutes National Forest from
adverse impacts caused by dispersed camping and campfires in areas with sensitive forest resources.
The purpose of this forest order is to minimize impacts to riparian areas and water, minimize impacts to
scenery in areas with high scenic quality, and reduce the risk of campfires spreading and causing a
wildfire.

These prohibitions are in addition to general prohibitions pursuant to 36 CFR Part 261, Subpart A.
This Order becomes effective April 1, 2026, and will remain in force until April 2, 2031, or the Order is
rescinded.

Done at Bend, Oregon, this 1st day of April, 2026.

Violations of these prohibitions is punishable by a fine of not more than $5,000 for an individual or
$10,000 for an organization, or imprisonment for not more than six (6) months, or both (16 USC § 551;
18 USC § 3551, § 3559, § 3571, and § 3581).
