This order provides prohibitions on specified activities with in Wilderness areas, including group size, equipment limitations, camping locations and campfires.

WILDERNESS PERMIT, CAMPING, AND FIRE RESTRICTIONS
DESCHUTES AND WILLAMETTE NATIONAL FORESTS
Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50(a)-(b), the following special restrictions and
prohibitions are established on the Deschutes and Willamette National Forests, in the State of Oregon,
described herein, and depicted on the attached Exhibits A through O.
GENERAL PROHIBITIONS
Three Sisters, Mt. Jefferson, Mt. Washington, Diamond Peak, Waldo Lake, Mt. Thielsen,
Menagerie, Middle Santiam, and Opal Creek Wilderness:
- Entering or being in the wilderness as part of a group of more than twelve people and/or with more
than twelve head of stock. 36 CFR §261.57(a) - Possessing or using wagons, game carts, wheelbarrows or other wheeled vehicles and devices within
the wilderness. 36 CFR §261.57(h) - Hitching, tethering, picketing or otherwise securing any pack or saddle livestock within 200 feet, slope
distance of the high water mark of any lake, stream, pond, spring, or National Forest System trail. 36
CFR § 261.58(aa) - Storing equipment, personal property or supplies (includes “geo-caching”) for more than 48 hours. 36
CFR§ 261.57(f) - Camping or being within areas posted as closed for rehabilitation or restoration. 36 CFR § 261.57(a)
- Possessing a dog not on a leash and under physical control between 12:01 AM, July 15th through
11:59 PM, September 15th within the Green and Moraine Lakes dispersed areas and accessing trails
(Broken Top Trail #10, Crater Ditch Trail, Todd Lake Trail #34, Soda Creek Trail #11, Green Lakes
Trail #17, Moraine Lake Trail #17, and South Sisters Climbers Trail #36). 36 CFR § 261.58(s).

PERMIT PROHIBITIONS
Diamond Peak, Waldo Lake, Menagerie, Middle Santiam, and Opal Creek Wilderness:
- Entering or being in the wilderness without a valid self-issue wilderness permit between 12:01
AM June 15th through 11:59 PM October 15th. 36 CFR § 261.57(a)
Mt. Jefferson, Mt. Washington, and Three Sisters Wilderness Overnight Use:
- Entering or being in the wilderness for overnight use without a valid limited entry overnight use
wilderness permit between 12:01 AM June 15th through 11:59 PM October 15th. Users that do
not enter Wilderness from a Wilderness trailhead will still need to have a permit that is associated
with the trailhead closest to their point of entry into Wilderness. (Exhibits A, B, C, and D). 36

Mt. Jefferson, Mt. Washington, and Three Sisters Wilderness Day Use:
- Entering or being in the wilderness for day use without a valid limited entry wilderness permit,
from trailheads requiring one, between 12:01 AM June 15th through 11:59 PM October 15th.
Users that do not enter Wilderness from a Wilderness trailhead will still need to have a permit
that is associated with the trailhead closest to their point of entry into Wilderness. (Exhibits A, B,
C, and D). 36 CFR § 261.57(a) - Entering or being in the wilderness for day use without a valid self-issue wilderness permit from
trailheads requiring one, between 12:01 AM June 15th through 11:59 PM October 15th (Exhibits

GENERAL AND PERMIT EXEMPTIONS
Pursuant to 36 CFR§ 261.50(e), the following persons are exempt from this order:
- Persons with written authorization by a Forest Officer, which specifically authorizes the
otherwise prohibited act or omission. The issuing Officer may include such conditions as are
considered necessary for the protection or administration of the area, or for the promotion of the
health, safety, or welfare of its users. - Any Federal, State, or Local officer, or member of an organized search and rescue or fire fighting
force in the performance of an official duty. - Overnight visitors to the Mt. Jefferson, Mt. Washington, and Three Sisters Wilderness areas will
be able to travel between wilderness areas with one permit as long as transitions between
Wilderness Areas are from Pacific Crest Trail trailheads. (See Appendix A)
CAMPING PROHIBITIONS
Green Lakes Basin, Moraine Lake Basin, North and South Matthieu Lakes area (Three Sisters
Wilderness):
- Camping, except in designated campsites and within 15 feet from an established campsite post (as
shown in Exhibit E). 36 CFR § 261.58(e)
No Name Lake on Broken Top Tarn (Three Sisters Wilderness):
- Camping within ¼ mile of the high water mark (as shown in Exhibit E). 36 CFR § 261.58(e)
Golden Lake (Three Sisters Wilderness):
- Camping within 250 feet of water or a high water mark (as shown in Exhibit E). 36 CFR §
261.58(e)
Pamelia Lake area and Jefferson Park area (Mt. Jefferson Wilderness), Linton Meadows area,
Minnie Scott Springs area, and Obsidian area including Sisters Springs, Arrowhead Lake, Glacier
Creek, Obsidian Creek, Obsidian Meadows, and White Branch Creek (Three Sisters Wilderness):
- Camping within 100 feet of the high water mark of lake or any other water source (as shown in
Exhibits E and F). 36 CFR § 261.58(e)
Pacific Crest Trail users with a long-distance Pacific Crest Trail Permit (500 miles or more):
- Camping outside the Pacific Crest Trail corridor (½ mile on either side of the Pacific Crest Trail)
(as shown in Exhibits G, H, and I. 36 CFR § 261.58(e) - Camping in the following areas: Obsidian, North and South Mathieu Lakes (Three Sisters
Wilderness); Coyote Lake/Shale Lake basin, and Jefferson Park (Mt. Jefferson Wilderness) (as
shown in Exhibits G, H, and I). 36 CFR § 261.58(e)
CAMPING EXEMPTIONS
Pursuant to 36 CFR § 261.50(e), the following persons are exempt from this order:
- Persons with written authorization by a Forest Officer, which specifically authorizes the
otherwise prohibited act or omission. The issuing Officer may include such conditions as are
considered necessary for the protection or administration of the area, or for the promotion of the
health, safety, or welfare of its users. - Any Federal, State, or Local officer, or member of an organized search and rescue or fire fighting
force in the performance of an official duty.
FIRE PROHIBITIONS
Three Sisters, Mt. Jefferson, and Mt. Washington Wildernesses:
- Building, maintaining, attending, or using a fire, campfire, or stove fire, except for stoves fueled
with liquid or compressed gas, above 5,700 feet elevation (as shown in Exhibits J, K, L, and M).

Benson Lake basin and Tenas Lakes basin (Mt. Washington Wilderness), Marion/Ann Lake basin
(Mt. Jefferson Wilderness), and Table Lake basin (Mt. Jefferson Wilderness).
- Building, maintaining, attending, or using a fire, campfire, or stove fire, except for stoves fueled
with liquid or compressed gas within ¼ mile of the high water mark (as shown in Exhibits L and
M). 36 CFR § 261.52(a)
Diamond Peak Wilderness:
- Building, maintaining, attending, or using a fire, campfire, or stove fire, except for stoves fueled
with liquid or compressed gas above 6,000 feet elevation (as shown in Exhibit N). 36 CFR
§261.52(a)
FIRE EXEMPTIONS
Pursuant to 36 CFR § 261.50(e), the following persons are exempt from this order:
- Persons with written authorization by a Forest Officer, which specifically authorizes the
otherwise prohibited act or omission. The issuing Officer may include such conditions as are
considered necessary for the protection or administration of the area, or for the promotion of the
health, safety, or welfare of its users. - Any Federal, State, or Local officer, or member of an organized search and rescue or fire fighting
force in the performance of an official duty.
This Order becomes effective at 12:00 AM, May 1st, 2024, and will remain in force until 11:59 PM, April
30th, 2029, or the Order is rescinded.
