Cascade Head Road (FSR 1861) Motor Vehicle Traffic Closure
A landslide occurred on Nov. 12, 2021 closing multiple sections of Forest Service Road (FSR) 1861.
The first landslide occurred about 100 feet west of Highway 101 on FSR 1861. The road is impassible and closed to vehicles. Hart’s Cove Trail #1303 can be accessed by hiking the Rainforest Trail #1310 (previously known as Cascade Head Trail).
The second landslide occurred near the town of Rose Lodge on a portion of the southern segment of FSR 1861. The closure starts near the FSR 1861 intersection with State Highway 18 and ends at the Forest Service boundary gate, approximately 1.5 miles northwest of State Highway 18.

Forest Service Road (FSR) 1861 EMERGENCY ROAD CLOSURE
Pursuant to 16 U.S.C. § 551 and 36 CFR § 261.50 (a) and (b), and to provide for public safety, the following act is prohibited on the National Forest System (“NFS”) road described below within the administrative boundaries of the Siuslaw National Forest. This Order is effective February 23, 2026, through February 16, 2028, unless rescinded sooner.
PROHIBITION:
- Using any type of vehicle prohibited by the order. 36 CFR § 261.54(a).
CLOSURE AREA:
The closure area is located within the State of Oregon, Tillamook County, and within the Administrative Boundaries of the Siuslaw National Forest. The closure applies to the National Forest System road described below. The closure area is depicted on the attached map, which is incorporated into this order as “Exhibit A.”
A portion of Forest Service Road 1861000, Cascade Head Road, from the junction on the west side of U.S. 101 (45°03'57.0"N 123°56'55.0"W ) (MP 7.36) to Hart’s Cove Trailhead (MP 11.33), is closed to motor vehicle traffic due to a landslide.
EXEMPTIONS:
Pursuant to 36 CFR § 261.50(e)(1) and (4), the following persons are exempt from this Order:
- Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order) specifically exempting them for this Order.
- Any Federal, State, or Local Officer, or member of organized rescue or fire fighting force in the performance of an official duty.
- These prohibitions are in addition to the general prohibitions in 36 CFR Part 261, Subpart A.
Violations of these prohibitions are punishable by a fine of not more than $5,000.00 for an individual or $10,000.00 for a corporation or imprisonment for not more than six months or both. 16 U.S.C. § 551 and 18 U.S.C. § 3551, 3571, and 3581.
