    Campfires are restricted to:

    · Forest service-constructed fire rings or fireplaces in designated sites

    · Commercial campfires solely pressurized by liquid fuel or propane

    Stoves are restricted to:

    · Commercial stoves or campfires solely fueled by liquid fuel or propane

    · Not allowed are smudge pots, wood stoves, charcoal, and briquettes

    Smoking is restricted to:

    · Enclosed vehicles, buildings, designated recreation sites, and watercraft

    · Areas of at least 3 feet in diameter that are cleared of all flammable material

    Generators are restricted to:

    · Generators with approved spark arrestors, in designated recreation sites

    Motorized vehicles are restricted to:

    · Forest Development Road

    · Designated parking areas · Roads and trails identified as open to motorized travel on the Motor Vehicle Use Maps available for each District.

    Firewood cutting is restricted to:

    · Cutting must be done in compliance with the terms of the current year's Forest Removal Permit.

    · Within the hours of 8PM to 10AM followed by a one-hour fire watch.

    · Electric chainsaw use is exempt from this order and allowed all day followed with a 30-minute fire watch.

UNITED STATES DEPARTMENT OF AGRICULTURE FOREST SERVICE UMPQUA NATIONAL FOREST ROSEBURG, OR ORDER NO. 06-15-25-03 PUBLIC USE RESTRICTION – LEVEL II FIRE RESTRICTIONS Pursuant to 16 USC § 551 and 36 CFR § 261.50 (a) and (b), and to provide for public safety and protect natural resources, the following acts are prohibited within the Umpqua National Forest * [and its wilderness areas—Boulder Creek, Rogue-Umpqua Divide, and Mount Thielsen]. This Order will be effective from July 18, 2025, through November 30, 2025, unless rescinded sooner. 

PROHIBITIONS:
1.Igniting, building, maintaining, attending, or using a fire with solid fuels such as wood stoves, charcoal,pellet grills, smudge pots, and briquettes anywhere within the Umpqua National Forest. except:
a.When using commercial stoves or campfires solely fueled by liquid fuel or propane arepermitted.
b.Within Forest Service constructed concrete or metal fire rings or fireplaces in developedrecreation sites listed in Exhibit A.
c.Fireplaces inside buildings with approved spark arresters/screens on top of the chimney. [36CFR § 261.52(a)]
2.Using an explosive. Possessing, discharging, or using any kind of firework or other pyrotechnic device.[36 CFR § 261.52(b)]
3.Smoking, except:
a.Within an enclosed vehicle, building, or designated recreation site.
b.When stopped in an area at least three feet in diameter that is barren or cleared of all flammablematerial; or
c.While aboard a watercraft while navigating or at rest on a waterway. [36 CFR § 261.52(c)&(d)]
4.Operating an internal combustion engine, except:
a.While in a motor vehicle on Forest Development Roads or within designated parking areas.
b.While aboard watercraft while navigating or at rest on a waterway.
c.Generators with approved spark arrestors in designated recreation sites as listed in Exhibit A.
d.Approved of off-Highway Vehicles (“OHVs”) on forest roads and trails approved for OHV useon the Umpqua National Forest Motor Vehicle Use Map.
e.When operating chainsaws for the collection of fuel wood will be regulated by the permit.Chainsaw use is not exempt from this order and allowed from 8 P.M. until 10 A.M. with a 1-hourfire watch. Electric chainsaw use is exempt from this order and allowed all day with a required30-minute fire watch. (See Exemption #5) [36 CFR § 261.52(g)] (See Exemption #5)
5.Welding or operating an acetylene or other torch with open flame. [36 CFR § 261.52(h)]
*Wilderness areas within the Umpqua National Forest are NOT exempt from this Order.
 

LEVEL 2 EXEMPTIONS:
Pursuant to 36 CFR § 261.50(e), the following persons are exempt from this order:
1.Persons with a Forest Service Permit (Permit for Use of Roads, Trails, or Areas Restricted byRegulation Order), or Forest Service authorization specifically exempting them from this order.
2.Any Federal, State, or local officer, or member of any organized rescue or fire fighting force in theperformance of an official duty.
3.Persons using a portable lantern, stove, or campfire, which is solely fueled by gas, jellied petroleum,or pressurized liquid fuel and has a shut-off valve, or a generator with an approved spark arrestor ina cleared area at least five feet from any flammable material.
4.Persons within Forest Service constructed concrete or metal fire rings or fireplaces in developedrecreation sites listed in Exhibits A, are exempt from Prohibition No. 1.
5.Persons with a valid Forest Service 2025 Forest Products Removal Permit (fuelwood permit) are notexempt from the prohibitions listed above. However, they may use a chainsaw to cut fuelwood,provided that the cutting is completed in compliance with the terms of the Permit and Public UseLevel 2 Fire Restrictions, within the hours of 8 P.M. to 10 A.M. followed by a one-hour fire watch.Electric chainsaw use is exempt from this order and allowed all day followed with a 30-minute firewatch.
6.Resident owners and private lessees of land within the restricted area, provided such fires are withina residence, and persons within Forest Service constructed concrete or metal fire rings or fireplacesin developed recreation sites listed in Exhibits A are exempt from Prohibition No. 1.
These prohibitions are in addition to the general prohibitions in 36 CFR Part 261, Subpart A.
Violation of these prohibitions is punishable by a fine of not more than $5,000 for an individual or $10,000 for an organization, or imprisonment for not more than 6 months, or both (16 U.S.C. § 551; 18 U.S.C. §§ 3551, 3559, 3571, and 3581). Executed in Roseburg, OR this 18th day of July 2025.
