Hells Canyon Wilderness Occupancy and Use
To provide for resource protection, the following acts are prohibited within the Hells Canyon Wilderness, Wallowa-Whitman National Forest:
- Hitching or tethering of horse(s) or other saddle or pack animal(s) to trees at campsites in the Hells Canyon Wilderness except for the purposes of loading or unloading. 36 CFR 261.58 (aa).
- Entering or being in the Hells Canyon Wilderness with a party of more than 8 people and/or 16 head of stock. 36 CFR 261.58 (f).
This Order is effective from April 11, 2025 until April 10, 2027.

Occupancy and Use
Pursuant to 16.U.S.C. § 551 and 36 CFR § 261.50 (a), and to provide for resource protection, the following acts are prohibited within the Hells Canyon Wilderness, Wallowa-Whitman National Forest. This Order is effective from April 11, 2025 until April 10, 2027.
Prohibitions
- Hitching or tethering of horse(s) or other saddle or pack animal(s) to trees at campsites in the Hells Canyon Wilderness except for the purposes of loading or unloading. 36 CFR 261.58 (aa).
- Entering or being in the Hells Canyon Wilderness with a party of more than 8 people and/or 16 head of stock. 36 CFR 261.58 (f).
Area Description Affected by this Order
Hells Canyon Wilderness. See Exhibit A.
Exemptions
Pursuant to Title 36 CFR 261.50 (e), the following persons are exempt from this order:
1. Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order) specifically authorizing the otherwise prohibited act or omission.
2. Any federal, state or local officer, or member of an organized rescue or fire fighting force in the performance of their official duty.
Violations of these prohibitions are punishable by a fine of not more than $5,000.00 for an individual or $10,000 for an organization or imprisonment for not more than six (6) months, or both, for each offense. 16 U.S.C. 551; 18 U.S.C. §§ 3551, 3559, 3571, and 3581.
