Available Time Period
The following elements comprise the Available Time Period reference:
	Single Date/Time, mandatory means of encoding a single date and time.
		Calendar Date, mandatory the year (and optionally month, or month and day).
		Time of Day, optional the hour (and optionally minute, or minute and second) of the day.
	or
	Multiple Dates/Times, mandatory (2 or more repetitions) means of encoding multiple individual dates and times.
		Calendar Date, mandatory the year (and optionally month, or month and day).
		Time of Day, optional the hour (and optionally minute, or minute and second) of the day.
	or
	Range of Dates/Times, mandatory (2 or more repetitions) means of encoding a range of dates and times.
		Beginning Date, mandatory the first year (and optionally month, or month and day) of the event.
		Beginning Time, optional the first hour (and optionally minute, or minute and second) of the day for the event.
		Ending Date, mandatory the last year (and optionally month, or month and day) for the event.
		Ending Time, optional the last hour (and optionally minute, or minute and second) of the day for the event.
