• Accessibility means access. Accessibility is the design of products, devices, services, or environments for people with disabilities. It refers to the ability for everyone, regardless of ability or special needs, to access, use, and benefit from everything within their environment.
• This website is tested for accessibility under the current ICT Testing Baseline using protcols for all federal government websites. This Baseline identifies the minimum requirements of any test process used to determine conformance of web content with the Revised Section 508 of the Rehabilitation Act of 1973 , as amended (29 U.S.C. 794d).
• Acessibility is required by law under the Section 508 of the Rehabilitation Act of 1973 , amended in 2017, and The 21st Century Integrated Digital Experience Act (IDEA) of 2018 .

Plain Language

• Plain language makes it easier for the public to read, understand, and use government communications. It is writing that is clear, concise, well-organized, and follows other best practices appropriate to the subject or field and intended audience.
• Plain language is required by law under the Plain Writing Act of 2010 .

Standards-Compliance

• Standards-compliance is the practice of adhering to published standards. To ensure interoperability a standards-compliant website does not use proprietary software methods or cater to features of a specific web browser.
• Web standards are defined by the World Wide Web Consortium (W3C) .
• This website is designed to the HTML5 Living Standard .
• Failure to follow W3C standards fails accessibility and usability.

Usability

• Usability is part of the broader term “user experience” and refers to the ease of access and/or use of a product or website. A design is not usable or unusable per se; its features, together with the context of the user (what the user wants to do with it and the user's environment), determine its level of usability.
• Usability is a function that integrates with accessibility and standards compliance.
