Subject: Upper and Middle Smith River II Restoration and Rehabilitation Plan-Log Salvage

This memo is in response to your letter dated February 28, 2000 requesting our review of the Upper and Middle Smith River II Restoration and Rehabilitation Plan for log salvage from Late- Successional Reserve (LSR) RO267 on the Roseburg District, Swiftwater Field Office.

A Regional Ecosystem Office (REO) review is required for proposed salvage projects in LSRs under the Northwest Forest Plan (NFP) Record of Decision (ROD), page C-13. The review focused on existing guidance pertaining to salvage guidelines in LSRs from the ROD, page C-14 and from a memo from the REO, January 7, 1997 regarding the 10 acre minimum for salvage in LSRs (enclosed).

The REO finds that the proposed project is inconsistent with the ROD standard and guideline found on page C-14 because the area proposed for treatment is less than 10 acres in size. Additionally, the REO finds the proposed project inconsistent with the 1/7/97 memo because the proposed salvage area is not sufficiently uniform in composition, age, arrangement and condition to be mostly indistinguishable from its adjacent area or from the forest in adjoining areas as described in the memo.

These findings were discussed and conveyed to the field unit in a conference call with the interagency LSR work group on April 18, 2000.
